FREE TIME-LIMITED PARKING BAYS – How many with or without Ticket
Dear Croydon Borough Council,
This enquiry relates to parking bays available to cars and small vans generally.
It is not related to bays reserved for particular vehicles, eg buses, cycles, motor bikes, residents, disabled, loading, doctor etc.
How many time-limited parking bays are there on council roads where there is no charge to park?
How many of these bays require no ticket or other proof of time of arrival, and how many do require some method?
Please state any method of control, eg free ticket from machine, phone registration.
Please provide a list by number of bays and location, including any proof method.
Please include the length of time allowed, and the hours of restriction for each location, including any No Return period.
How does the council enforce the restriction, for example by recording licence plate numbers and date and time?
Does the council use a system of ANPR for enforcement, for example by fixed camera or hand-held enforcement officer camera?
Should a vehicle be detected as being parked for too long or having parked again too soon, what contraventions may be used to impose a penalty?
Does the council have any plans to change the system?
If so, in what way and why?
Yours faithfully,
Kevin Lawrence

Dear Croydon Borough Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'FREE TIME-LIMITED PARKING BAYS – How many with or without Ticket'.
It is very surprising and disappointing that the council has made no response whatever after 17 days, even after a reminder was sent after 9 days.
At the least, an acknowledgement should be given within a maximum of seven days.
Please investigate this and ensure that a timely response is provided to what is a simple and routine FOI enquiry.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...
Yours faithfully,
Kevin Lawrence

Dear Kevin Lawrence
Request FOI/9812
Further to your request received on 28/04/2024, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. For ease of reference, I will now address each of your questions in
turn.
1. How many time-limited parking bays are there on council roads where
there is no charge to park?
675
2. How many of these bays require no ticket or other proof of time of
arrival, and how many do require some method?
209
3. Please state any method of control, eg free ticket from machine, phone
registration.
466 of the 675 bays currently require a free ticket or time to be booked
using RingGo.
4. Please provide a list by number of bays and location, including any
proof method.
Please see the attached.
5. Please include the length of time allowed, and the hours of restriction
for each location, including any No Return period.
Please see attached ‘Limited time free bays’ list. On the other
attachment showing free bays with ticket locations, the no return period
is 1 hour.
6. How does the council enforce the restriction, for example by recording
licence plate numbers and date and time?
Code 30 (parked for longer than permitted) and code 22 (re-parked in the
same parking place within the prescribed time period) are used for
enforcement and registration plates are recorded to enforce these
contraventions.
7. Does the council use a system of ANPR for enforcement, for example by
fixed camera or hand-held enforcement officer camera?
No
8. Should a vehicle be detected as being parked for too long or having
parked again too soon, what contraventions may be used to impose a
penalty?
Please see answer to question 6.
9. Does the council have any plans to change the system?
Please see ‘Limited time free bays’ list and last column regarding
proposed RingGo controlled bays. It is proposed to increase the maximum
stay to 2 hours with charged for parking for parking durations of between
1 and 2 hours.
10. If so, in what way and why?
Time can be booking time through the pay by phone RingGo system. This
will increase compliance by improving enforcement and therefore increase
available space for customers in these mostly local centre locations.
