FREE TIME-LIMITED PARKING BAYS – How many with or without Ticket
Dear Greenwich Borough Council,
This enquiry relates to parking bays available to cars and small vans generally.
It is not related to bays reserved for particular vehicles, eg buses, cycles, motor bikes, residents, disabled, loading, doctor etc.
How many time-limited parking bays are there on council roads where there is no charge to park?
How many of these bays require no ticket or other proof of time of arrival, and how many do require some method?
Please state any method of control, eg free ticket from machine, phone registration.
Please provide a list by number of bays and location, including any proof method.
Please include the length of time allowed, and the hours of restriction for each location, including any No Return period.
How does the council enforce the restriction, for example by recording licence plate numbers and date and time?
Does the council use a system of ANPR for enforcement, for example by fixed camera or hand-held enforcement officer camera?
Should a vehicle be detected as being parked for too long or having parked again too soon, what contraventions may be used to impose a penalty?
Does the council have any plans to change the system?
If so, in what way and why?

Our response is as follows:
This enquiry relates to parking bays available to cars and small vans
generally.
It is not related to bays reserved for particular vehicles, eg buses,

How many time-limited parking bays are there on council roads where there
is no charge to park?
Operational times for parking bays will vary street by street and even bay
by bay. For each hour, the total number would vary. For us to process the
request, we would need to extract the relevant data from thousands of
lines of data that we hold and then repeat the process for each hour of
the day. This will be a significant and time-consuming process and we are
only able to provide an estimate of time as we will only know the exact
time once the exercise has been carried out.
How many of these bays require no ticket or other proof of time of
arrival, and how many do require some method?
This would require us to look through and process thousands of lines of
data and to output a result for each individual hour.
Please state any method of control, eg free ticket from machine, phone
registration.

The database that holds this data is not managed/owned by the Council and
we would need to obtain this from them at a cost. We estimate that this
request will also take in excess of 18 hours to process.
Section 12(1) does not oblige a local authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.
The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 (“the Fees Regulations) sets the appropriate limit
at £450 for the public authority in question. Under these Regulations, a
public authority can charge a maximum of £25 per hour for work undertaken
to comply with a request. This equates to 18 hours work.
A public authority is only required to provide a reasonable estimate or
breakdown of costs and in putting together its estimate it can take the
following processes into consideration:-
Determining whether it holds the information.
Locating the information, or a document which may contain the information.
Retrieving the information, or a document which may contain the
information, and
Extracting the information from a document containing it.
We have estimated the length of time it will take to do the following
tasks in accordance with section 12.
Process and extract relevant information from each line of data = 30
seconds per line of data to review.
Lines of Data = 10,000 (estimated).
Separate calculation for each period of the day (1 per hour) = 24
30 seconds x 10,000 = 300,000 seconds (5000 minutes) (83 hours)
83 hours (from above to process a single hour) x 24 (for each hourly
calculation) = 2000 hours.
This calculation applies to work carried out by the Parking Design team
alone and does not include any other time request to respond in full by
other teams. It also does not include the time require to request the data
or the costs involved in obtaining that data. It also only covers the
response to the question I have labelled (1) below and does not include an
estimate for time take to respond to the other questions.
We estimate that it will take one officer in excess of 18 hours to
determine the appropriate material and locate, retrieve and extract the
information in reference to your request. The council is not obliged to
comply with this request because it exceeds the appropriate limit.
Section 16 of the Act imposes an obligation on public authorities to
provide advice and assistance to a person making a request, so far as it
is reasonable to do so.
In order to provide you with advice and assistance we suggest you refine
your request by narrowing the timespan or scope of your request.
Please include the length of time allowed, and the hours of restriction

How does the council enforce the restriction, for example by recording

Parking Enforcement Officers patrol and record via handheld device
recording details including date, time, vehicle registration number (VRN),
where the vehicle is outside of (O/S of No 12 for example) and the wheel
valve position.
Does the council use a system of ANPR for enforcement, for example by
fixed camera or hand-held enforcement officer camera?
Yes – for fixed cameras but not for handheld enforcement.
Should a vehicle be detected as being parked for too long or having parked
again too soon, what contraventions may be used to impose a penalty?
• Contravention Code 22 - will be used for a vehicle that re-parked in
the same parking place (within the time specified) of leaving.
• Contravention Code 30 - will be used for a vehicle seen to parked for
longer than permitted. A grace period of 10 minutes will apply to the
maximum stay period indicated on the signage.
Does the council have any plans to change the system?
Parking controls are under constant review with new controls introduced or
existing controls being amended or removed on a frequent basis.
Depending on the type of restriction, if there are changes to existing
controls or new controls introduced, we will issue warning notices for a
week or two from the date the changes are implemented.
If so, in what way and why?
We do so in response to local traffic management needs, new developments
and most often, in response to requests from members of the public and
elected Council representatives.
Those changes will be carried out in accordance with the Road Traffic
Regulation Act 1984, which will include advertising of any proposed
change, the undertaking of a consultation process and the preparation of a
legal document known as a Traffic Management Order.
