Dear Westminster City Council,

This FOI request relates to Free Schools opened/opening and Free School applications/proposals made within Westminster from January 2012 to date.
1. Internal Council documents relating to existing and proposed free schools
2. Correspondence from/to Cabinet Members and Council officials with existing and proposed Free School groups, including local parents, education providers and other interested parties.
3. Correspondence between Cabinet Members, Council officials and the GLA, Mayor of London, central government departments and other potential free school proposers and applicants.
4. Minutes of Council meetings in which Free Schools were discussed.
I’m aware that tripartite arrangements currently exist with regards to schools and children’s services and the responses to the above should reflect that.

Dear Westminster City Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Westminster City Council's handling of my FOI request 'Free Schools'.

I believe that the response I received from you was evasive.

The requested information is very clear, yet you provided a couple of meaningless letters that were irrelevant. I'm suspicious that while you apparently able to locate these with ease, you were unable to find anything relevant for the period I'd requested.

Of course your attempt to use cost as an excuse is exaggerated as its quite clear which specific Cabinet members/Council officers emails would be more relevant to this FOI.

However as you've been good enough to give the full cost for locating the information I asked for I am willing to pay the difference between your legal obligation and your estimate of the apparent true costs. So with no further excuses, please let me know when you'll finally be able to complete my FOI satisfactorily.
