Dear Westminster City Council,

Under the Freedom of Information Act 2000, please would you provide a comprehensive list of all the Westminster councillors who held a free official parking permit as at 21st May 2010.

Of the councillors who held a free official parking permit as at 21st May 2010, please would you advise, under the Freedom of Information Act 2000, how many of them also held a paid for parking permit as at the same date. Please note that I am not asking for names here, I am only asking for the number of councillors who had privately purchased a parking permit to park their vehicles outside of their official hours, and for whom that permit was still valid on 21st May 2010.

Thank you for your late response to this FOI request.

You will note that in my previous message dated 22nd June 2010, I asked for an internal review of the way this FOI has been handled and your response dated 2nd July 2010 fails to provide such internal review. Please conduct an internal review without further delay and let me have your report.

Also, your response dated 2nd July 2010 is incomplete. The original request dated 23rd May 2010 asks for "a comprehensive list of all the Westminster councillors who held a free official parking permit as at 21st May 2010". Your response fails to provide this information, therefore please answer the question without further delay.

Failure on your part to conduct an internal review and provide the information missing will result in me referring the matter to the ICO.

A more salient question might be to ask how many of the Councillors reside ONLY in Westminster, or in Westminster as their *main* residence, as I am sure that some will have more than one residence. Perhaps the way to determine their *main* residence might be to ask how many are registered for the Electoral Roll in Westminster!

This FOI has still not been answered. The results of the internal review I requested on 3rd July have still not been supplied and the information missing as explained in my follow-up dated 3rd July 2010 has still not been provided.

If I don't receive a full response, together with the results of your internal review, by Friday 30th July 2010, I will report the matter to the ICO.
