Dear Mr Elibank

Thank you for your Freedom of Information request of 10 March 2011 in which you requested
the following information: a full electronic copy of your Fraud Procedures and Instructions
Manual

A copy of the information which can be disclosed is enclosed in the format you requested.
Some information has been withheld as it falls under the exemptions in the Freedom of
Information Act:

Exclusion 31: Law Enforcement – this includes examples of how to commit fraud which could
jeopardise investigations

Exclusion 40: Personal data – this includes named contacts, their telephone numbers and
email addresses

In applying this exemption the department has balanced the public interest in withholding the
information against the public interest in disclosing the information
If you have any queries about this letter please contact me quoting the reference number
above.
Yours sincerely,
