Regarding the Scaffolding Summary Document on ODS website

It states" Scaffolding spend is currently increasing and therefore ODS now intends to go out to tender for scaffolding services, and we are now in the process of identifying the requirements needed to create a framework for scaffolding providers. The invitation to tender is due to be published by the end of October 2022 via the SE Business Portal (Proactis). "
