• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

The information you have requested is held by the Devon & Somerset Fire &
Rescue Service (DSFRS).
Please find below the detail of the information you have requested along

• What are the contractual performance KPI's for this contract? The KPI’s
are provided within Appendix 1 of the attached document named ‘DS183-15
Framework Agreement T’s and C’s - Schedule 2 Service Level Schedule’.
• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages. The successful
suppliers are named within the Contracts Finder notice that is referred to
within the FOI request. We are not able to share the names of suppliers
who bid and were not successful due to the application of the FOI
exemption, Section 43 Commercial Interests. We believe release of this may
harm their future ability to obtain business, either from us or elsewhere
and may harm us in that they might not want to tender to engage with us in
the future.
• Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date £166,608,649
• Start date & duration of framework/contract? The Framework Agreement
commenced on 27 March 2017. For Lots 5a, 5b and 10 the duration is 6
years, due to expire on 26 March 2023. All other Lots had an original term
of four years (until 26 March 2021), but this has been extended to 26 ^
June 2022. The replacement Framework Agreement went live on 1 April 2022.
• Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised? Yes,
these are attached as four documents – ITT Section 3, Schedules 1, 2, 3
and 4.
• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?
Yes, the extension clauses are:
1.7.1.1 The Authority proposes to enter into the Framework Agreement for
different periods for the multiple and single supplier lots:
• Multiple supplier lots - A period of four years with the Framework
Contractors. The Authority may extend the Framework Agreement for a
further period or periods not exceeding eight years in total. It is
anticipated that any extensions would be in 24-month periods.
• Single supplier lots – A period of six years with the Framework
Contractor/s, with no extensions.
1.7.1.3 The extension of the Framework Agreement (for the multiple
supplier lots) beyond four years shall be at the Authority’s discretion.
Justification for extension would need to meet the following criteria:
• The Framework Agreement still meets the requirements of the
Contracting Authorities, and
• The Framework Agreement is not acting as a barrier to any new
suppliers in the market, or any who were not successful in winning a
place on the Framework Agreement

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?
Yes. For the multiple supplier lots (all lots with the exception of Lot
5a, 5b and 10) the Framework Agreement has been extended until 26 June
2022. No extensions to Lots 5a, 5b or 10 were allowed for in the
procurement and will not be extended beyond 26 ^ March 2023. The
replacement Framework Agreement went live on 1 April 2022. The award

Stuart Errington, CFO at County Durham and Darlington Fire and Rescue
Service.
Review
You have the right to ask us to review this decision within 40 working
