1.) How can the Secretary of State ensure "Line of sight" if WLMHT secures FT Status?
2.) Is WLMHT familiar with term Foundation Trust equivalent (FTe)and please show what documentation is available on this.

Thank you for your recent email providing feedback on our original response. I thought it would be of help if I answered the additional questions you raised on an individual basis. However, please be aware we are not best placed to answer all of your comments, for example we are unable to comment on how other organisations such as the Care Quality Commission (CQC) operate nor can we comment on government policy.

“We make sure foundation hospitals, ambulance trusts and mental health and community care organisations are well led and are run efficiently, how?”

The NHS provider licence is Monitor’s main tool for regulating providers of NHS services. The licence sets out important conditions that providers must meet to help us ensure that the health sector works for the benefit of patients. Our Risk assessment framework provides more information on our approach to overseeing NHS foundation trusts’ compliance with the governance and continuity of services requirements of their provider licence.

“When it establishes that a foundation trust is failing to provide good quality care, we take remedial action to ensure the problem is fixed....has it been, Have all recommendations been fully implemented? or will it be deemed an NHS Trust...in which case Secretary of State needs to implement "Line of sight" ?”

“If NHS London no lenger exists how can it approve its Trust via a rigorous assessment process?”

I am unsure if I have understood this comment correctly. If you are asking whether West London Mental Health NHS Trust has failed to provide good quality care, this trust is not a foundation trust and as such we do not monitor its performance. If you have not done so already you may like to contact the NHS TDA since its role is to:

· provide assurance of clinical quality, governance and risk in NHS trusts;

· performance manage NHS trusts; and

· manage the NHS foundation trust pipeline.

Additional information about Monitor’s assessment process

I note you have made comments about why NHS trusts have to become foundation trusts. NHS foundation trusts were created to devolve decision making from central government to local organisations and communities. They provide and develop healthcare according to core NHS principles - free care, based on need and not ability to pay. They can also be more responsive to the needs and wishes of their local communities.
