Fostering Fees and Allowances
Dear Thurrock Borough Council,
This request is in relation to the borough's "in house" foster carers, the payments to them and support provided in carrying out their role.
Please provide:
1. a schedule of weekly fostering fees and allowances
2. a schedule of payments for enhanced placements if appropriate
3. a schedule of competency payments or similar
4. financial detail of any other financial support to foster carers such as Additional allowances for holidays, birthdays and festive celebrations
5. financial detail of any other Additional payment and benefits, based on the needs of individual children
6. financial detail of Time-limited retention payments if carers are not allocated a child
7. financial details of any referral fee(s) / schemes if foster carers recommend friends and family members who go on to become foster carers
8. Financial information on Bonuses in recognition of long service or suchlike.
9. Detail of financial schemes for mainstream / enhanced / specialist payments not listed above
10. Detail of support packages provided directly or commissioned by the local authority and available to foster carers to support them in their foster caring role
11. Current number of borough foster carers with which child(ren) are placed
12. Current number of registered borough foster carers with no child(ren) placed.
13. Detail on the last time rates to foster carers were reviewed / increased / decreased.

Thank you for your recent communication which is being managed in line
with the Freedom of Information Act under the above reference number. The

Our Response
In issuing our response the council have applied S12 of the Freedom of
Information Act.
This means that the council does not have to comply with your request if
the cost of doing so exceeds the ‘appropriate limit’, which for local
authorities is 18 hours. This applies to the time taken spent locating and
collating the requested information.
If you wish to narrow the scope of your request and resubmit this to the
council then of course we may be able to provide this information.
If you are dissatisfied with the way in which the council have managed
your FOI request you can pursue an Internal Review by contacting us using
the above email address. Your request will be considered by the Strategic
Lead for Information Management who will update you with the outcome of
the review.
If you remain unhappy following the outcome of your Internal Review you
may wish to refer your case to the Information Commissioner’s Office
(ICO), details of this organisation can be found at [1]www.ico.org.uk.
Please be advised that the ICO will not consider your case until they have
confirmation that you have already been through the Internal Review stage
with the council.
