when both Foster Parents are in employment?

Second, please can you quantify the Adoption Allowances paid your
area? How is it decided how much should be paid?

Further to my email dated 15 July 2010 I am now able to supply the
following information.

Foster carer fee elements are paid to carers in recognition of the skills
and training needed to be a Surrey Foster carer and are paid irrespective
of whether foster carers are in full time employment. The fostering
allowance is paid for the needs of the child and again is therefore paid
irrespective of the foster carers employment status.

A decison as to whether an adoption allowance may be payable is taken when
the child is matched with adoptive parents and is based on the assessed
needs of the child, however unlike fostering allowances they are means
tested using the recommended DFE model and adopters may receive all, some
or none of the allowance depending on their financial circumstances. In
addition allowances are time limited, and re-assessed every year using the
means testing model. Allowance rates are aligned with the Fostering
network recommended minimum rates for outside London.
The current allowance rates are:

allowance for children with complex needs
0-4 yrs 96.18 weekly 126.59
4-10 96.18 144.37
11-12 119.81 179.79
13-15 137.37 206.06
16-18 168.65 252.97

Relative carers come in many forms - relative foster carers who are
assessed in the same way as Surrey Foster Carers, Relative Special
Guardians, and relatives with a residence order for a child.

Relative foster carers receive the same child allowances as any Surrey
carer but do not receive the fee element since Surrey do not insist on
training for relative carers.

The Residence order rate and SGO allowance rate are the same for relatives
as for other carers. There is however legislation that states that a
foster carer who goes on to adopt or achieve a special guardianship order
for a child they have previously fostered should receive a protected
allowance equivalent to the foster care allowance for up to 2 years after
the date of the order.
