Dear Somerset County Council,

Please provide information pertaining to Foster Carers employed or sub-contracted to Somerset County Council as follows:

1. How many foster carers are employed by Somerset County Council, either directly or indirectly (ie via agency)?

2. How many of these foster carers have undergone specific training in the care of children with special needs? Please specify which categories or definition of needs are included eg Aspergers, Autism, Down's Syndrome, Cerebral Palsy etc

3. Which organisations provide training for these special needs locally on behalf of Somerset County Council?

4. In the event that a 'new' foster carer claims to have already undergone training in a different geographical area, how does Somerset County Council verify this?

5. What records are kept of progress made by children in such placements by Childrens Social Care and by the Foster Carers themselves?

6. What level of input do these childrens parents (where applicable) have in their childrens' care?

Thank you for your response to my original request. The details you provided have raised further questions and I would appreciate clarification of the following:

1.“Carers receive an allowance based on the Fostering network rates that is age linked”
Please confirm the current allowance for a special needs child under the age of 5

2.“A list of the regular training courses available in house to support carers caring for children with special needs is attached. Attendance numbers for these specific courses are attached.”
This information was omitted from your reply – there is no attachment or additional pages. Please provide this information.

3.“The 2014/15 training plan includes the following…”
Please confirm any courses which are new for this year ie were not previously available

4.“Foster care training is offered via SCIL (Somerset Centre for Integrated Learning) and is commissioned from external agencies where required.”
None of the courses listed on the SCIL website as available for Foster Carers seem to focus on any special needs/disabilities besides Autism & Aspergers. In accordance with your statement above, such courses must then be provided by external agencies. Please confirm the names of these agencies and the courses they provide.

5.”Every child in care has a social worker who keeps detailed records of all visits. All foster carers keep records of children’s progress in placement.”
At what point would a parent be party to these records, or made aware of any issues regarding the child?

6. “Parent’s should receive regular communication about their child’s placement and be involved in placement planning from the beginning…”
Where a parent is not consulted or has concerns regarding the placement, what evidence of suitability/qualification of the Foster Carer(s) is provided to the parent in order to convince/reassure them that the placement is suitable to their child’s needs?
