information request of 17 January 2017.  Aberdeen City Council (ACC) has
completed the necessary search for the information requested.

 

Given the upcoming “Root and Branch Review” of the Looked After Children
Care System recently announced by the First Minister,  I request access to
the data identified in the attached table.

ACC is unable to provide you with information on Annual FC Recruitment
advertising costs, Total Skills to Foster Training Costs, Total Foster
Care Assessment Costs and Total of Foster Carers Training Courses as it is
not held by ACC.  In order to comply with its obligations under the terms
of Section 17 of the FOISA, ACC hereby gives notice that this information
is not held by it. 

 

ACC is unable to provide you with information on No. of FC’s Reviews and
How many FC’s attended the review panel after being notified of a
de-registration recommendation as the cost of providing it has been
calculated as being in excess of the statutory maximum (£600). 

 

In order to comply with its obligations under the terms of Section 16 of
the FOISA, ACC hereby give notice that we are refusing your request under
the terms of Section 12 - Excessive Cost of Compliance - of the FOISA.

 

ACC would be happy to discuss ways in which you may refine your request,
so we can provide some information of interest to you within the maximum

I am writing to request an internal review of Aberdeen City Council's handling of my FOI request 'Foster Care FOI'.

Question 9
No of complaints received from Foster Carer's?

You responded providing statistics and included "do not know if FC, Child, Birth Parent etc". To confirm I only require statistics for the number of complaints received from Foster Carer's (Not foster children, birth parents etc). You have identified 7 complaints from 2010-2016. Please can you confirm the statistics indicating the number of complaints received from Foster Carer's.

How many FC's attended the review panel after being notified of a de-registration recommendation?

You responded "This information is not held in a central location. To identify foster carers who had received a recommendation, it would be necessary to interrogate the individual case files for all foster carers (Row 6). As there is a minimum of 102 cases files, at 30 minutes per file, this would take at least 51 hours. At a cost for staff time of £15 per hour, we can calculate that answering this information request would cost at least £765 for each year. We can advise that all carers are given the opportunity to attend their deregistration panel. We are unable to give accurate numbers of attendees, however can advise that the majority choose not to do so.

I then asked "Can you please provide data for No of FC's not wishing/chosing to be de-registered who attended the review panel after being notified of a de-registration recommendation?" (As per your stats 14 carers). Please provide the requested data.
