Foster Care Fees, Allowances + other stats
Dear Cumberland Council,
1) Could you provide me with weekly foster care allowances for all age bands given to local authority carers, not including any fee/reward element, from 2008- 6th December 2023, broken down by year
b) Could you provide me with the average number of children in each age band in the last 3 financial years, as well as the current number on 6th December 2023
2) Please detail any allowances that ALL foster carers can claim in addition to their weekly allowance, from 2008- 6th December 2023, broken down by year
e.g. holiday allowance or mileage.
3) Could you provide me with weekly fees paid to local authority foster carers from 2008-6th December 2023, broken down by year. Please break these down by the different bands and state what the criteria for each band is.
b) Could you provide me with the average number of foster carers being paid a fee in each band in the last 3 financial years, as well as the current number on 6th December 2023
4) Please could you give me the average total of registered foster carers for the last 3 financial years, broken down by year, as well as the current number on 6th December 2023. Please could you break this down by type of carer.
5) In the financial years 2022/2023, 2021/22 and 2020/2021 what was the expenditure for foster care provided by the local authority agency? Please provide a breakdown of costs. This is not including Kinship carers
6) In the financial years 2022/2023, 2021/22 and 2020/2021 what was the expenditure for purchased foster care? This refers to Independent fostering agencies
b) The average proportion of foster care placements in the financial years 2022/2023, 2021/22 and 2020/2021, in percentage terms, that were purchased from independent agencies and also the current proportion. Could you please also provide the nominal figures of local authority fostering placements vs independent agencies in each of those years and currently to show how you worked out the figures.
7) Please tell me the current number of foster carers with the local authority agency who were transferred from an IFA and are being paid the allowances and fees they used to receive at the IFA or higher levels than provided to other local authority carers
When allowances or fees where changed in a given year, please specify the exact date they were changed.

Thank you for your request for information regarding Foster Care Fees,
Allowances + other stats, which was received on 06/12/2023.
The council aims to provide you with the information within the statutory
timescale of 20 working days in this case the date is 08/01/2024.
Subject to the information not being exempt or containing any references
to third parties.
The council will, as a matter of routine make information available in
electronic format. Where it is not practical to do this information will
be provided in hard copy (paper). If information is required in
alternative formats e.g. language, audio, large print, etc., please
indicate this as soon as possible so the council can consider your
request.
The Freedom of Information Act 2000 define a number of
exemptions/exceptions which may prevent information being released to you
automatically. The council will make an assessment about the application
of any exemptions/exceptions and issue you with a decision letter, which
will include details of your right to appeal.
If the information you request contains reference to a third party the
council will consult with them prior to making a decision about the
release of information.
In accordance with the council's Charging Policy a fee may be charged for
supplying information. If a fee is payable you will be issued with a fees
notice. The applicable fee must be paid in full before the information is
processed and released. The statutory time limit for responses is
suspended until the council has received and processed your payment. If
payment is not received within three months of issuing the fees notice
your request will be closed.
