Dear Ann Culverwell (Childrens Rights/Complaints Officer),

Thank you for your reply. Apologies for the delay in getting back to you.

The reason I ask for year 1/2/3 in the When I am Ready question is that some local authorities have policies whereby the payment to former foster carers changes as the young person reaches ages 19 and 20. If that is not the case in Newport then you can safely just report one figure for question 2.

I hope this provides the clarification you need.

Yours sincerely,

Robert Cann

Dear Mr Cann
Please find attached information relating to question 1 , question 2 is answered below

1) Please could you tell me your 2018-19 weekly foster care allowances for all age bands, NOT including any fee/reward element for foster carers?
See attached

2) Please could you tell me your 2018-19 weekly allowances to former foster carers looking after young people in When I am Ready 18+ arrangements, broken down by year 1, year 2, and year 3+ if necessary

Child A, £213.90 per fortnight since September 2016
Child B, £231.91 per fortnight since September 2016
Child C, paid £128.38 per fortnight since July 2018

The amount paid to the carer assumes a contribution of housing benefit claimed by the young person; it is based on a payment of £136.66 per week, and the exact payment made will depend on the situation of the individuals concerned. The basic payment will not change when the young person becomes 19 or 20 years old etc, but the review of payments may reflect a change in one of the elements making up the total payment made.

If you have any queries about this response or if you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of our decision, please contact [email address] .

If you are not content with the outcome your complaint, you may apply directly to the Information Commissioner for a decision. Generally, the ICO cannot make a decision unless you have exhausted the Council’s complaints procedure. The Information Commissioner can be contacted at: The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
