Dear Mr Cann

 

Thank you for your request of 30 January 2018 in which you asked for
information about our registered foster carers.

 

a) We currently have 331 registered foster carers.

 

b) Unfortunately, nationality and ethnicity are not mandatory fields on
our database and this is not always recorded.  There were 216 carers where
these fields were completed and 7 were non-UK EU nationals.

 

c) We have 476 children in foster care.  Unfortunately, nationality and
country of birth are not mandatory fields on our children’s database and
this is not always recorded. There were 222 children where these fields
were completed and I can confirm that none were non-UK EU nationals.

 

d) On this occasion, the Council cannot disclose to you client data when
the numbers are less than 5. 

 

The Council considers that this information is exempt from disclosure
under section 40(2) of the Freedom of Information Act 2000 (“FOIA”). 
Section 40(2) provides that information shall not be disclosed where it
constitutes the personal data of someone other than the applicant and that
disclosure would satisfy one of the following two conditions:

 

1.         That disclosure would breach any of the data protection
principles or section 10 of the Data Protection Act 1998 (DPA); or

2.         By virtue of Part IV of the DPA, the information is exempt
under s7(1) of that Act.

 

In this case, the relevant condition is the first condition. 
Specifically, the council considers that the first data protection
principle would be breached; namely that disclosure would not be fair for
the following reasons:

 

•           That the legitimate interests in the public having access to
this information do not outweigh the interests in preserving the rights
and freedoms of the data subjects.

 

In reaching this decision, the Council noted that the following
consequences may occur if this information was disclosed:

 

•           Disclosure of information which leads to the identification of
data subjects who have made confidential disclosures to the Council would
undermine their confidence in that confidential process.

•           Releasing this information may cause distress to the data
subjects
