Thank you for your enquiry dated the 03 July 2017 regarding a request for
information relating to a third party, a former Head of West Berkshire
Council Children and Family services, Mark Evans.

Your request has been assessed as a Data Protection subject access request
under Section 7 of the Data Protection Act 1998 rather than a Freedom of
Information request, as this does not concern information which would
reside in the public domain.

Unfortunately, we are unable to comment on any records we may or may not
hold which relate to the end of Mr Evans' employment with WBC without
either being compelled to do so by a court order, or by receipt of consent
from Mr Evans himself by way of authorisation, as per Section 7 Subsection
4 of the Data Protection Act 1998.

We will therefore consider this request closed.

If you are unhappy with how your request has been handled you have the
right to make a formal complaint to the independent Regulator, the
Information Commissioner. The Information Commissioner can be contacted

Interesting that West Berkshire Council are now aware that they can disclose personal data if they have the subject's consent, and yet in the following request they have redacted Councillors' names from minutes:

Presumably consent was not received, or maybe it wasn't asked for. The follow up request attempting to find out was refused as 'vexatious' , the 'trump card' often (mis)used by Public Authorities to close down/delay FOI requests that they don't want to answer.

I would like to give you the opportunity to reconsider your refusal to provide me with the information requested, i.e. was Mark Evans sacked or not.

As you may know, West Berkshire Council has been accused of the emotional abuse of at least one child recently, and while Mark Evans was employed by the council he was ultimately responsible for that. The abuse may have been more widespread and it may be ongoing today. One of the employees, Emma Hewlett, is still in employed by the council and working in fostering. Therefore it is important to uncover past and present failings within West Berkshire Children's Services in order to ensure that children are protected from abuse by social workers.

your request for confirmation of whether Mark Evans was sacked or left the
Council of his own accord.

Please would you explain why it is so difficult for you to answer this question. After all, the decision to employ Mark Evans in the first place was done publicly, therefore any decision on the part of the council to end his employment should also be done publicly.
