Formal notification provided to objector regarding alleged corrupt activity

Could you please send me information which relates to an audio recording ('biomass-robin-2011mar6.mp3') which appears on a website concerning biofuels; https://sites.google.com/site/foodnotfue...
A Mr Robin Cammish is speaking at a seminar (March 2011) and is referring to the developer of two biomass plants, one in Coedbach, Kidwelly and one in Swansea. During the recording, Mr Cammish states that Carmarthernshire Council told him 'formally' that they have 'evidence of corruption' in that the developer 'tried to buy people off'.
This is taken from the recording;
"...after the event the Council came back to us [the Coedbach Action Group] and actually said formally yes there was some form of evidence of corruption associated with this he did try to buy some of the people off. We have seen some ad hoc evidence of that in a number of sort of different guises but they came back to us formally and actually sort of said yes he did try to buy people off"
Please provide me with your formal notification and your evidence provided to Mr Cammish, to which Mr Cammish refers above, that the developer had acted corruptly.
