FOI, England (NHS ENGLAND & NHS IMPROVEMENT - X24), NHS England

Dear Ms Dawson,

Re: Freedom of Information request (Our Ref: FOI-055903)

Thank you for your Freedom of Information (FOI) request dated 08 March
2018. Please accept our sincere apologies for the delay in responding to
your request.

Your exact request was:

“I am interested in forensic mental health placements across London and
the South East of England. Please could you let me know:

1. The number of placements in each geographical region and the name of
the local commissioner for each placement e.g, local authority, mental
health trust, CCG or joint commissioned 2. The number of placements of the
following durations: 0-2 years; 2-5 years, 5-10 years and 10+ years in
each region.”

NHS England holds information in relation to your request.

Please see the below table for figures as at 31 March 2017. Please note
that due to low patient numbers, and a subsequent risk of patient
identifiability, some information has been withheld under section 40(2)
(personal information) of the FOI Act, as the information constitutes
third party data. Section 40(2) provides that personal data about third
parties is exempt information if one of the conditions set out in section
40(3) is satisfied.

Under the FOI Act disclosure of this information would breach the fair
processing principle contained in the Data Protection Act (DPA), where it
would be unfair to that person/is confidential. Releasing this information
would breach the data protection protocol as it would be unfair to release
individuals’ details when they did not intend them to be used in such a
way.

Section 40(2) is an absolute exemption and therefore not subject to the
public interest test when considering disclosure of information.

Figures have been rounded to the nearest 5 and where the value 5 or fewer
it is shown as “-“.
