Foreign Official Holdings of Debt

Bank of England did not have the information requested.

Dear Sir/Madam,

1. Does the Bank of England have any complete or partial estimates of foreign official holdings (holdings by foreign governments and central banks) of British government and/or Bank of England debt?

2. Do you have any complete or partial estimates of British government and/or Bank of England debt owed to foreign Sovereign Wealth Funds (SWFs), e.g. Norway’s Government Pension Fund?

3. Do you have any complete or partial estimates of British government and/or Bank of England debt owed to other foreign State/Government-Owned Enterprises (SOEs/GOEs)?

4. Do you have any complete or partial information on the amounts owed to foreign governments etc. by country?

To be clear, if you only have a small amount of information on a small amount of the debt described above I will accept it; estimates do not have to be exhaustive if exhaustive estimates are not availabe.

Please note that the terms I have used above ("foreign official holdings", "Sovereign Wealth Funds", "State-Owned Enterprises") are those used by the U.S. government and OECD; if you could explain the terminology used by British authorities that would be helpful.

Dear Sir.Madam,

As a layman, I am afraid I do not feel able to answer your request for clarification with complete confidence.

What I can say, in layman's terms, is that I am looking for information on how much money is owed by the British state -- as opposed to members of the public etc -- to foreign states and foreign state bodies such as central banks.

I regard the Bank, being a nationalised entity, as an arm of the British state.

I would be grateful if the Bank could use its undoubted expertise on the nation's finances to determine whether it holds any (if not all) relevant information on this, and to interpret my perhaps slightly imprecise question accordingly.

In terms of timeframe, I suppose the state of play for the last year for which information is available would be best?

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Bank of England's handling of my FOI request 'Foreign Official Holdings of Debt', reference CAS-43162-V9C3K5.

This was originally submitted on February 10th, and I believe the Bank is now in breach of its legal obligations to provide a timely response per the Freedom of Information Act.

I am therefefore requesting an internal review of the failure to fulfil my request as of the current date, which is April 9th 2022.
