Thank you for your recent Freedom of Information request.

 

Please find below the College's response to your questions:

 

"For the period 2004-2016,  how much has TfL and/or  London Bus Services
Limited paid to Imperial College since 2004 for all activities connected
with its membership of the International Bus Benchmarking Group of the
Centre for Transport Studies.  Please show the breakdown by calendar year
and expenditure item."

 

Information regarding the expenditure of TFL and/or London Bus Services
Ltd, as a Member of the International Bus Benchmarking Group of the Centre
for Transport Studies (“IBBG”), is exempt from disclosure as this
information is commercially sensitive. Its disclosure could potentially
damage the IBBG’s ability to secure the most competitive rates from
Members in the future which in turn would affect the Group’s ability, on
behalf of the College,  to compete with other consultancies in a
competitive market.  Disclosure of the information could also prejudice
the commercial interests of the Member in terms of their own negotiations
with any other potential recipients of their funding.  As such this
information is exempt from disclosure under Section 43 (2) of the Freedom
of Information Act. 

 

Section 43 (2) states that information is exempt if its disclosure “would
or would be likely to, prejudice the commercial interests of any person
(including the public authority holding it).”  We do not believe the
public interest in the release of this information outweighs the potential
impact of the disclosure of this information. It is also in the public
interest that the IBBG project is able to remain competitive amongst
organisations that carry out similar functions.

 

Additionally, please be advised that this information is exempt from
disclosure under Section 41 of the Freedom of Information Act, as the
information has been provided to the IBBG in confidence.  The Act states
that “information is exempt information if (a) it was obtained by the
public authority from any other person (including another public
authority), and (b) the disclosure of the information to the public…by the
public authority holding it would constitute a breach of confidence
actionable by that or any other person.” The IBBG operates under a
framework of confidentiality. If the College were to release information
provided to the Group in confidence by its Members, this would impact on
the willingness of Members to participate in an honest and open exchange
within the Group. This would therefore undermine and negatively impact the
function and overall purpose of the IBBG project.
