Footpath and driveway access outside my property

We're waiting for C Hague to read a recent response and update the status.

Dear Lancashire County Council,

I have tried on a number of occasions to establish who owns the shareed access between myself and my neighbour. I have check both title plans and it seems that we (the home owners) do so. Please can you confirm this, prior to my intention to erect a boundary fence.
