Football-related arrests and crime statistics for FFC

I am currently researching the effect of Fulham Football Club (FFC) on the local community for a piece of A level coursework.
Therefore, I am requesting some information in line with the Freedom of Information Act 2000. I would be grateful if you could assist with the following:

from 30/11/2015 till the most recently held data. Should you hold any data from 1/08/2014 onward for crimes not related to drug possession at Fulham Football Club fixtures I would also appreciate this data.

b) Figures for police costs to football clubs (specifically Fulham Football Club and Chelsea) for the seasons beginning 2009 and ending most recently. Please could you also clarify who pays this and to whom, with figures covering the season as a whole and broken down into cost per game.

c) The number of arrests made in the vicinity of FFC on match days and the number of arrests made in the vicinity of FFC on a comparable non-match day.

d) Similarly, statistics relating to crime and crime rates on a match day vs a comparable non-match day with regards to assault/DUI/antisocial behaviour etc.

e) The number of officers deployed by the Met to cater for home matches at Fulham Football Club.

(PPA) with a caution for drugs and Arrests for drugs at Fulham Football
Club in the period 01/08/2014 - 30/11/2015.

Please confirm if you only want PPA with a caution for drugs and Arrests
for drugs or for all crime types?

If the latter, please can yopu confirm if you would like the MPS to cover
the date range from 01/08/2014 to date (end of August 2017) and present a
breakdown of crime types?

c)        The number of arrests made in the vicinity of FFC on match days
and the number of arrests made in the vicinity of FFC on a comparable
non-match day.

The free text 'Place of Arrest' field in our custody database system is
usually very short and vague. The best we could do to assist you is search
for key words such as Craven Cottage, Fulham Football etc.

Also the MPS cannot geocode Arrests but we could geocode People Proceeded
Against instead from our CRIS (Crime Reporting Information System) if you
are happy for us to retrieve this data. Please do confirm this is the way
you would like us to procueed for this question.

Wiith regards to questions (a) and (c) and (d) we need to know how you
require the MPS to define offences and People Proceeded Against
(PPA)/Arrests at Fulham FC. For example do you mean where there is an
agreed key words feature in the venue address? or do you mean you want the
data geocoded to the Safer Neighbourhood Team area that the stadium falls
within? Or to make this simpler can you provide us with a map where you
choose which side streets etc they deem to be in the vicinity? 'The
vicinity' unfortuntaly is too braod a term for our analysts to work with.

d) Similarly, statistics relating to crime and crime rates on a match day
vs a comparable non-match day with regards to assault/DUI/antisocial
behaviour etc.

To comply with this part of your request we would need from you a list of
match day dates of games at Fulham FC at Craven Cottage in the requested
period.
Please note anti-social behaviour is not a crime and so would not be data
returned in our Crime Reporting Information System (CRIS).

After receiving your reply, your request will then be considered and you
will receive a response within the statutory timescale of 20 working days.

However, if the requested additional information has not been received by
12 October 2012 I will assume you no longer wish to proceed with this

With regards to point a) it is indeed the latter and I request that you do cover the period of 01/08/1014 until the present day.

As for part c), I would be grateful if you could retrieve data from your CRIS, covering the parameters of SW6 6 postcode areas should this be possible.

With regards to clarifying parameters for questions (a) and (c) and (d), I would ask that data provided in answer for this questions be taken from the same parameters as the original drugs related request. (https://www.met.police.uk/globalassets/f...)

With questions where I have included the wording 'in the vicinity of', I would be grateful if you could again use the SW6 6 postcode areas to define this area.

The MPS does not hold the 'cost of policing' Fulham Football Club and
Chelsea Football Club or the costs incurred with policing specific
fixtures. The MPS does hold the amounts recovered per football club per
financial year. I have provided this information to you below.

Please refer to the attached spreadsheet. I have provided the requested
information to you in redacted format, that is, I have not provided the
type of offence recorded in conjunction with the date of each fixture. I
have refused to release this information as to do so would present an
unreasonable risk of personal identification. The formal Refusal Notice
for the information redacted, including the relevant sections of the
Freedom of Information Act 2000, is given in the section titled 'Legal
Annex' below.

"e) The number of officers deployed by the Met to cater for home matches
at Fulham Football Club."

The Specialist Crime and Operations (SC&O) Public Order and Resources
department of the MPS has reviewed this part of your request and has
explained that it will need to consider the number of deployments in
relation to specific fixtures. Can you set out which fixtures (inclusive
of the dates of each fixture) that you would like the MPS to consider?
However, if this requested additional information has not been received by
27 December 2017, I will assume that you no longer wish to proceed with
this part of your request and will treat it as withdrawn.

LEGAL ANNEX

Exemptions Claimed under the Freedom of Information Act 2000

Section 1(1)(a) of the Act provides:

"(1) Any person making a request for information to a public authority is
entitled -

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request"

Section 1(1)(b) of the Act provides:

"(b) if that is the case, to have that information communicated to him."

Section 17(1) of the Act provides:

"(1) A public authority which, in relation to any request for information,
is to any extent relying on a claim that any provision in part II relating
to the duty to confirm or deny is relevant to the request or on a claim
that information is exempt information must, within the time for complying
with section 1(1), give the applicant a notice which-

(a) states the fact,
(b) specifies the exemption in question, and
(c) states (if that would not otherwise be apparent) why the exemption
applies."

Section 40(2)(a)(b) and Section 40(3)(a)(i) of the Act provides:

"(1) Any information to which a request for information relates is exempt
information if it constitutes personal data of which the applicant is the
data subject.
(2) Any information to which a request for information relates is also
exempt information if-
(a) it constitutes personal data which do not fall within subsection (1),
and
(b) either the first or the second condition below is satisfied.
(3) The first condition is-
(a) in a case where the information falls within any of paragraphs (a) to
(d) of the definition of "data" in section 1(1) of the Data Protection Act
1998, that the disclosure of the information to a member of the public
otherwise than under this Act would contravene-
(i) any of the data protection principles"

Explanation of Exemption Claimed under the Freedom of Information Act 2000

Section 40 (2) & (3) - Personal Information: Absolute Exemption/Class
Based
Section 40(2)(a)(b) of the Act provides that any information to which a
request for information relates, is exempt information if the first
condition of Section 40(3)(a)(i) is satisfied. The first condition of
Section 40(3)(a)(i) states that information is exempt if its disclosure
would contravene any of the data protection principles.

The eight principles of the Data Protection Act 1998 (DPA) govern the way
in which data controllers must manage personal information. Principle one
of the DPA provides that personal data must be processed fairly and
lawfully. In view of this requirement, I have removed the name/type of
offence recorded on the stated dates. I have removed this information as
its release presents an unreasonable risk of individual identification.
For example, on 18 August 2018, one offence was recorded within the
postcode 'SW6 6'. There may be persons that are either aware of this
incident or have witnessed part of it, that are not aware of the specific
nature of the offence. Release of this information would accordingly,
inform these persons of the specific offence that has been recorded by the
MPS and in doing so, reveal personal data.

In reaching my decision to refuse release of this information I have, in
each case, given due regard to Condition one and six of Schedule 2 of the
DPA. Condition one of the DPA requires that consideration is given to
whether consent for disclosure has been given whilst Condition six
requires that consideration is given to whether disclosure would
constitute legitimate processing of that data. I have found that as no
prior consent has been given to release this information and in the case
of legitimate processing, the release of this personal data would be
unexpected and subsequently unfair, that it is appropriate not to release
this information.

The provision to refuse access to information under Section 40(2)(a)(b)
and (3)(a)(i) of the Act is both absolute and class based. When this
exemption is claimed, it is accepted that harm would result from
disclosure. There is accordingly no requirement to demonstrate what that
harm may be in refusing access to information.

In complying with their statutory duty under sections 1 and 11 of the
Freedom of Information Act 2000 to release the enclosed information, the
Metropolitan Police Service will not breach the Copyright, Designs and
Patents Act 1988. However, the rights of the copyright owner of the
enclosed information will continue to be protected by law.  Applications
for the copyright owner's written permission to reproduce any part of the
