Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')
Thank you for your email dated 22 December 2009 in which you made a request
for access to certain information which may be held by Northumbria Police.
As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.
You asked:
The Home Office have today (22/12/09) released figures for Football Related
Arrests made over the 2008/2009 season.
Please advise how many of the arrests made by you during this period lead
to charges being brought.
In response:
We have now had the opportunity to fully consider your request and I
provide a response for your attention.
Figures published by the Home Office are for Sunderland and Newcastle fans
arrested at both home and away fixtures. The below figures provided are
both home and away fans arrested in relation to Sunderland and Newcastle
football fixtures within the Northumbria Police Area.
In order to complete a comprehensive breakdown of the arrests of Sunderland
and Newcastle fans at both home and away fixtures would require contact
with other Police Forces to obtain arrest disposals.
We have estimated that to extract this information would take in excess of
18 hours, therefore Section 12 of the Freedom of Information Act would
apply. This section does not oblige a public authority to comply with a
request for information if the authority estimated that the cost of
complying with the request would exceed the appropriate limit of 18 hours,
equating to £450.00
You should consider this to be a refusal notice under section 17 of the Act
for that part of your request.
For the information we can provide please see below.
During the 2008-2009 football season there were the following number
of arrests made in the Northumbria police area for football related
matters:-
Total Arrests Charged Cautioned FPN Common
Law released NFA
Sunderland 237 90 119 3 9
16
Newcastle 159 51 54 10 7
37

How to complain
If you are unhappy with our decision or do not consider that we have
handled your request properly and we are unable to resolve this issue
informally, you are entitled to make a formal complaint to us under our
complaints procedure which is attached.
(See attached file: FOI Complaint Rights.doc)
If you are still unhappy after we have investigated your complaint and
reported to you the outcome, you may complain directly to the Information

whether we have dealt with your request in accordance with the Act.

Dear Northumbria Police,
Thank you for your reply, I think you may have misunderstood my request.
I am not asking for anything more than how many football related arrests made by your force lead to charges being brought. I am not expecting you to contact other forces, nor do I require any form of comprehensive breakdown as you suggest, nor am I interested in further details about Newcastle and Sunderland supporters.
I would be grateful if you'd reconsider your reply.
Yours faithfully,
Amanda Jacks
Dear Ms Jacks
Thank you for your e-mail below.
Further to our original response which would appear to have given you
slightly more detail than you requested, I have enclosed the sum totals
below:
During 2008-2009 football season there were the following number of
arrests made in the Northumbria Police area for football related matters.
Total Arrests 396
Total Charged 141
I trust that this answers your query fully but should you require any
further clarification on this, please contact me by reply.
Yours sincerely
