Football pitch maintenance and availability

Dear Wigan Council,

I am writing to request the following information under the Environmental Information Regulations 2004:

1. For each site at which the council (or its representatives) has grass football pitches available to book, please provide for each of the last 5 years:
a) the number of grass pitches at the site
b) the annual expenditure on pitch maintenance at the site
c) a list of dates when the pitches were unavailable or the site was closed
d) for each of those dates, the reason why the pitches weren't available or the site was closed (e.g. waterlogging, maintenance)

2. For each site at which the council (or its representatives) has artificial football pitches available to book, please provide for each of the last 5 years:
a) the number of artificial pitches at the site
b) the annual expenditure on pitch maintenance at the site
c) a list of dates when the pitches were unavailable or the site was closed
d) for each of those dates, the reason why the pitches weren't available or the site was closed (e.g. waterlogging, maintenance)

I am emailing to confirm the receipt of your recent request for
information to Wigan Council. This has been logged with reference
indicated above and will be forwarded to the relevant department for

The Information Commissioner’s Office has recognised the unprecedented
challenges all are facing during the pandemic and that people may
experience delays when making information rights requests during the
current situation.  This is because the Council’s resources are focused on
ensuring that at risk and vulnerable residents are supported at this time.

The Council does not charge for most FOI requests, but charges may be made
for actual disbursements incurred such as photocopying, printing, postage
and packaging, and only if these charges amount to more than £20.00. If a

provision of the information.

Dear Kath,

Thanks for your response to my information request FOI 12156.

You state in relation to question 1d) that "The pitches are occasionally closed due to waterlogging, we do not hold the dates."

Can I just check, where pitches are closed due to waterlogging, would the people who booked the pitches be issued with a refund or a credit towards a future booking?

If so, would your finance department be able to find the dates when the pitches were closed in their records, or failing that, provide the dates when any refunds / credits were issued?

response sent to you.  The service has reverted back to me with the
explanation to your question as follows:
 
You asked -     Where pitches are closed due to waterlogging, would the
people who booked the pitches be issued with a refund or a credit towards
a future booking?  If so, would your finance department be able to find
the dates when the pitches were closed in their records, or failing that,
provide the dates when any refunds / credits were issued?
 
Response -      Clubs do not pay a sessional or per fixture fee, they hire
a grass pitch for a 40 week period and play their allocated fixtures
within this period, therefore should games be called off, cancelled etc.,
the fixture is rescheduled within the 40 week period. Refunds are not
issued.
