Dear South Lanarkshire Council,

Was there or will there be a tender process for the food waste caddies that is to be rolled out to the residents?

Will This be a mini tender on a framework agreement?

Will it just be awarded to a supplier on the framework agreement?

If the suppliers has already been chosen, what is the price per caddy to the council?

What is the delivery cost per caddy to the households?

is the distribution going to be completed in house or by the manufacture?

OGC Guidance on Framework Agreements , states Where the terms laid down in the framework agreement are not precise or complete enough for the particular call-off, a further or mini competition should be held with all those suppliers within the frameworks capable of meeting the particular need.

If a mini competition is not held with the other suppliers on the framework to make sure the council gets the best value for money, who is the person that is responsible for making that decision?

If it is seen that the person who is responsible for making that decision has cost the council unnecessary expenditure, will he/she be held responsible?
