Dear Department for Work and Pensions,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Follow up to "Sign here, or face benefit sanctions?"'.

You claim request VTR 638 is similar or identical or substantially similar to request VTR 5063, this is patently incorrect as question 1 of VTR 638 concerns your "flexible support fund" (FSF) which is not mentioned in VTR 5063.

The FSF gives Jobcentre Plus Districts greater freedom to tailor back to work support to individual and local need.
http://www.parliament.uk/business/public... and bears little direct connection to specific back-to-work (btw) and help-to-work (htw) schemes. The FSF enables individual Jobcentre Plus areas to develop unique provision and contracts/tenders that don't easily fit within the remit of VTR 5063.

As a new request, can you confirm that any support provision supplied by your providers using FSF are also considered to be part of your back-to-work (btw) and help-to-work (htw) schemes? Or do you classify FSF funded support contracts/tenders differently? If
you classify them differently please say what classification they are given?

Please also provide information you hold that gives details of the legislation and regulations that require mandated participants of FSF provision delivered by external providers to sign documents developed by providers as an integral part of a DWP contract or tender such as an action plan or similar agreement. I consider this latter question is not identical or substantially similar request VTR 5063.

In VTR 5063 you refer to 'Back to work schemes' https://www.gov.uk/government/uploads/sy... this document makes no reference to FSF.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/f...

Yours faithfully,

Frank Zola
