FOI Statistics for 2017

Dear Harrogate Borough Council,

I would like to make an FOI request about the following statistics in the previous annual period. If figures are recorded in calendar year this would be 2017, if financial year 2017-18. If available in both, I would prefer calendar for comparison to central government FOI statistics.

1. What period do you record FOI statistics in? Financial Year/Calendar Year/Other?
2. How many FOI requests have you received? (if this figure includes EIR requests, please state)
3. The number of requests where the information was granted?
4. The number of requests where the information was entirely withheld (no information provided)?
5. The number of requests where the information was partially withheld (some, but not all information requested, provided)?
6. How many requests were completed inside the statutory deadline?
7. How many requests were appealed to internal review?
8. How many decisions were upheld at internal review?
9. How many FOI decisions have been appealed to the ICO?
10. How many decisions were upheld by the ICO?
11. How many vexatious requests were received?

Thank you for your email which we received on 26/06/2018. We are treating
this as a request for information under the Freedom of Information Act
2000. This means that —

 

o if we need more information about what you want, we will contact you
again as soon as we can; the twenty working days in which to give you
the information will start once we know exactly what you want
o if we do not hold the information, we will, if we can, transfer your
request to an authority who does hold it, and tell you what we have
done (please contact us immediately if you do not want us to do this);

Thank you for your email requesting information under the Freedom of
Information Act 2000. Please find below Harrogate Borough Council’s
response.

 

1)      Financial year but the log is a spreadsheet so can be provided in
either

2)      862 (incl. EIR)

3)      Please see attached extract from our corporate log, where
exemptions are engaged it is noted in that column (where NYCC is stated it
is because that information is not held by Harrogate Borough Council so we
advise the applicant to contact North Yorkshire County Council).

4)      Please see attached extract from our corporate log, where
exemptions are engaged it is noted in that column.

exemptions are engaged it is noted in that column.

6)      Please see attached extract from our corporate log, where a
request is late it is recorded in red text.

7)      13 requests for internal review received in 2017 (this is not
recorded on the log, the internal review process is managed by the Legal
Services section and each review allocated a file in the case management
system).

8)      11 decisions were upheld at internal review stage.

9)      There were not any 2017 FOI decisions referred to the ICO.

10)   N/a.
