Dear Mr Bell,
I refer to your Freedom of Information Request of the 26^th November 2023
where you requested a copy of all the responses you gave in March 2023 to
Freedom of Information requests.
Upon review and noting that you have made 2 previous similar requests we
require more time to make a final decision, to consider the public
interest test, under Section 10(3) of the FOI Act and we are extending the
time for another 20 days.
The task to prepare the responses is quite burdensome as we need to ensure
that personal data is removed from each response shared so that the
requester is not identified.
With the extension of another 20 days, the due date is the 12^th January
2024.

Dear Mr Bell,
I am writing to let you know that your request made on 26.11.23 for
information is being refused under Section 14(1) of the Freedom of
Information Act (FOIA).
The request was for a Zip file of all the responses in March 2023 to
Freedom of Information requests. You have made 2 previous requests for
responses for the months of 2023.
The Information Commissioner guidance does not require an Organisation to
publish their responses, it takes a minimum of 1 day to prepare the
responses requested which will divert our resources to give to everyone
making Freedom of Information Requests.
It is my decision that on balance the value and purpose of the requests
being made do not justify the burden incurred by complying with them.
There may be a personal interest to you in having this information, but I
can see no public interest in the provision.

You have the right to request an internal review of the above decision.
Information Commissioner
You have the right to complain to the Information Commissioner about the
above decision.

I am writing to request an internal review of Southend-on-Sea City Council's handling of my FOI request 'FOI Responses (March)'.
The use of disclosure logs in relation to freedom of information (FOI) requests under the Freedom of Information Act 2000 is recommended for principal local authorities by the Information Commissioner's Office (ICO).
The ICO states that a vexatious request may be one where "the matter being pursued by the requester is relatively trivial and the authority would have to expend a disproportionate amount of resources in order to meet their request". It also may be "frivolous" ("inane or extremely trivial subject matter").
There is serious purpose and value to you disclosing the requested information. The information sought is of value to me and the public.
There is value to seeing how you as an organisation respond to FOIs and there is value in the requested responses themselves which are across a range of subjects that will have each have differing levels of interest to people based on their own personal circumstances.
You have estimated the costs of complying with my request would take a minimum of 1 day. However you will hold all the responses within one central management system so it would not be burdensome to collate and prepare the responses requested.
I would like you to revisit your time estimate

In your FOI request you asked for copies of FOI responses for March.
You requested an internal review on the 16^th January 2024 and asked:

I can confirm that the search for the information you requested has been
completed and I can advise you of the following:
Having reviewed the original response and the time estimate, I conclude
that the original decision still stands. To be able to identify responses
made in a particular month, a search is required to be made and each one
would then need to be downloaded and then carefully reviewed to ensure no
personal data is included. Following that redactions would then need to be
made.
While I note that the Information Commissioner recommends the use of
disclosure logs, the Council has not chosen to publish them, at this time
the priority is to ensure that timely responses are issued for FOI
requests. It may be something that we consider in the future.
This concludes my review. If you are unhappy with the way in which your
request has been administered, you may wish to make use of the Council’s
[1]complaints procedure.
If you feel that the Council has not correctly applied the Freedom of
Information legislation, you may wish to approach the [2]Information
Commissioner for advice.
