Re: Freedom of Information Request – FOI 13651
I am writing regarding your request for information, which was received on
19.10.2023.
In that request you asked us for information below:
• Please supply via Zip file a copy of all the responses you gave in
March 2023 to Freedom of Information requests.
I can confirm that the search for the information you requested has been
completed and I can advise you of the following:
• The appropriate cost limit for handling a Freedom of Information
Request is specified in regulations and for local government it is set
at £450, the equivalent of one member of staff working on a request
for 18 hours at a fixed rate of £25 per hour.
I estimate fulfilling your request would take a minimum of 28 hours and
therefore it will cost more than the appropriate limit.
Consequently, the Council is not obliged by the Freedom of Information Act
2000 to respond your request (see section 12(1)).
In making this determination, I have taken account of Section 5 of the
Freedom of Information and Data Protection (Appropriate Limit and Fees)
Regulations. This says that two or more requests received within 60
working days of each other and from the same person and relating to the
same or similar information, shall be joined together when calculating
whether the cost limit will be exceeded.
As you have recently made a number of different requests regarding the
same topic, although your emails have been submitted and treated as a
series of separate requests, for the purpose of this calculation they have
been treated as one.
I have considered how to narrow the scope of your request (so that we may
be able to provide information free of charge because it would cost less
than the appropriate limit to do so) and if there is any particular
request or topic of requests that you are looking to receive, please let
us know. However, if this is not the case, given the way in which the
information is held in our records, I am unable to offer any meaningful
advice concerning how to refine your request and I have concluded that no
information is therefore available below the appropriate limit.
If however you can see an alternative please let us know. Please be aware
that any reformulated request the Council receives from you will be
treated as a fresh FOI request.
If you wish to discuss any of the above, please contact me. Please

decision although generally the ICO cannot make a decision unless you have
