FOI requests received

The request was partially successful.

Dear Lancashire County Council,

Please could you provide me with the following information:

1) a) The total number of FOI requests you received in the first 3 months of 2016
b) Of those, the number that were believed to have been made by journalists, or individuals representing press/media organisations
c) Of those, the number that were believed to have been made by representatives of the British Broadcasting Corporation

2) If possible within the cost limit, the same information but instead covering the first 3 months of 2013

3) If possible within the cost limit, the same information but instead covering the first 3 months of 2010. (If records don't go that far back, figures for 2011 or 2012 will suffice).

With sincere thanks for your time and efforts,

Yours faithfully,
Gary Phillips

Freedom of Information, Lancashire County Council

Dear Mr Phillips,

Further to your email of 6 May, in which you request the disclosure of information under the provisions of the Freedom of Information Act, I am now in a position to respond.

Due to the way in which the information you are seeking is recorded, collating the information would incur a commitment of resources in excess of the limit of £450 set by the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No. 3244 of 2004), which equates to 18 hours of work. Section 12(1) of the Freedom of Information Act provides that a public authority is not obliged to comply with a request where to do so would exceed such a limit.

However, I can advise you of the following:

In the first 3 months of 2016 we received 484 FOI requests, of which 40 were, or were thought to have been, submitted by journalists.
In the first 3 months of 2013 we received 410 FOI requests, of which 101 were, or were thought to have been, submitted by journalists.
In the first 3 months of 2010 we received 260 FOI requests. Information regarding applicant type was not separately recorded at the time, and therefore ascertaining the number that were, or may have been, submitted by journalists would require a manual trawl of archived files.

Again, ascertaining which requests were submitted by the BBC would also require a manual assessment or archived records.

Please note: it is not possible to say with certainty that the figures for requests submitted by journalists are fully accurate, as some journalists may have used personal email addresses when submitting a request.

I am sorry that I have been unable to provide all the information you were seeking, but I trust the information above is useful. In the event that you wish to complain about the manner in which your enquiry has been handled, you should write in the first instance to The Freedom of Information Officer, Lancashire County Council, PO Box 78, County Hall, Preston PR1 8XJ, or email [Lancashire County Council request email] and the matter will be referred to an Information Governance Manager for review and reconsideration.

If, after this stage, you remain dissatisfied, you have the right to refer the matter to the Information Commissioner's Office, contact details for which are as follows:
