I thought it would be useful to summarise the history of this FOI request.

3 December 2019 - Original request for an extract of 5 fields in the last 3 years from previous FOI requests

10 January 2020 - The University assisted and advised that three out of five fields requested were available:
“The University confirms that it holds the information you have requested in questions 1 and 3, and that this could be extracted within 18 hours and that with respect to question 5 it would be possible to confirm whether the request is open, on-hold or closed.”

It also stated that two FOI fields were refused under Section 12.

Firstly for the effective date the request was received by the University, the University replied: “the University records the date of the request not the first working date, or effective date of the request”.

Secondly, for the effective days between effective date of request and the date of reply, the University replied “the system does not automatically calculate the time taken to process a request and members of the FOIA team are required to calculate lapsed days due to Bank Holidays and requests for clarification etc”.

13 January 2020 - A new FOI was submitted, modified to request only the three fields which the University said were available.

3rd March 2020 – Request to the University for progress update and anticipated reply date

6th March 2020 – University responds:
“Due to unexpected staffing issues and the large number of requests we are processing, we are currently unable to provide responses to Freedom of Information Act requests as promptly as usual. We apologise that your response will therefore be a little late, but we can assure you that we will respond as soon as possible.”

8th August 2020 – Request to complete request and response from the University:
“Due to the COVID 19 virus the University is on Restricted Opening and therefore is likely to be slower in responding to Freedom of Information requests and Subject Access requests. Please be assured that the University will respond to you as quickly as it is able to.”

There were approximately 10 weeks between the 12th January and the end of March 2020, when I believe Universities started to shut down. This 10 week period was many weeks beyond the 20 working days FOI requirement.

The work required to extract FOI information usually lies within the capabilities of the FOI team.
Many FOI requests have been answered by the University since the beginning of September.
Universities are in the process of opening up for students and I would be grateful if the University can give a specific date by which this FOI can be fulfilled.

Dear FOI,

thank you for the update which I appreciate.

An indication of the fulfilment date would be very useful.
As the virus episode extends, it might be 6 months or one year for instance until the situation normalises.
My revised FOI request was in January and as I described above, the University had already exceeded the 20 day limit by many weeks by the time the University closed.

The University FOI acknowledgement states that the University is on Restricted Opening, but elsewhere the University has said it is fully open. The University is fulfilling many recent FOI requests, however I believe it should clear the much longer waits like mine.
