FOI Request - Schedule 14 applications for Public Rights of Way (The Wildlife and Countryside Act 1981)

please provide the following information.
Are you responsible for the processing of Schedule 14 claims for public rights of way. (Schedule 14 to the Wildlife and Countryside Act 1981)
If you are not please provide the name of the authority that is for your region.
If so, has there ever been a situation whereby the application has been dismissed, thrown out or had to be resubmitted, due to an administrative error. Such as (but not limited to) the incorrect completion of the forms or failure to follow the guidelines correctly.

Thank you for your recent request for environmental information held by
Denbighshire County Council received 07/08/2018 regarding PROW - SCHEDULE
14 CLAIMS.
As set out by the Environmental Information Regulations 2004 it will be
our aim to respond to your request by 05/09/2018. In some cases, however,
we may be unable to achieve this deadline. If this occurs we will advise
you of the likely timescale within which the response will be provided.
Under the Environmental Information Regulations the Council may charge up
to £25 per hour for any access to information requests, and may also
charge for disbursement costs (e.g. photocopies, postage). However should
there be any such costs, you will be notified of this prior to the
commencement of any work.

Thank you for your request for information received 07/08/2018 concerning
PROW - SCHEDULE 14 CLAIMS. Please see below:
I confirm that the Council is a Surveying Authority for the purposes of
the Wildlife and Countryside Act 1981 and determines Schedule 14 claims.
As a principle, the Council works with applicants to ensure that there
will not grounds to refuse or turn back applications on the basis of
administrative error.
There are circumstances, however, where non-compliance with the statutory
requirements set out in Schedule 14 has impacted on the ability of the
Council to overlook administrative error meaning that in certain case
routes claimed as Byways Open to All Traffic (BOAT) can only be recorded
as Restricted Byways. The Natural Environment and Rural Communities Act
2006 (NERC Act) restricted the means by which new rights of way for
motorised vehicles in the countryside can be created or recorded. A right
for motor vehicles was preserved under the Natural Environment and Rural
Communities Act 2006 Act by Section 67(2) for existing rights as defined
therein and a further exemption is provided by Section 67(3) where a
Schedule 14 application has been made prior to 19th May 2005 provided it
was compliant with the requirements of Schedule 14.
