FOI request regarding secondments

Response to this request is long overdue. By law, under all circumstances, Department for International Development should have responded by now (details). You can complain by requesting an internal review.

Dear Department for International Development,

Under the Freedom of Information Act I would like to request information relating to the personnel from external organisations who have been seconded to work at the Department for International Development between the period October 2015- October 2017.

For each of these secondees, I would like to ask:
1. their full name;
2. their job title;
3. the name of the organisation or body they have been seconded from;
4. the group, directorate or branch of your department they work in;
5. a brief description of their area of responsibility while on secondment to the
department;
6. the position of the official within your department to whom the secondee
reports;
7. the dates on which they started the secondment;
8. the dates on which they end their secondment;
9. Whether the department makes a contribution towards the salary of the
secondee.

Please advise me before the twenty day time frame if my request needs to be adjusted.

Hi there,

Thank you for sending this through.

I understand your use of absolute exemption rules for names, dates and the reporting officer. However, I would like to appeal your decision not to share job descriptions/area of responsibility for each role. This does not breach the Data Protection Act and I would argue is strongly in the public interest. I would like a description of what programme they are working on and a description of that role- as soon as you can. This type of data is shared through FOI requests all the time.

I would also ask that you please match the job roles with the organisaitons. In other words is The Head of Department from the Somerset Police office or from the Danish Government? Are they listed randomly or in an order?

Please see the attached response to your request for internal review of

In your e-mail of 31 January, you mentioned the appeal deadline. I thought
I should just explain that internal reviews, unlike requests, don’t have a
statutory deadline for response under the Freedom of Information Act. I
do, however, try to complete reviews within 20 working days of receipt but
I’m afraid this wasn’t possible in your case.
