Dear Yorkshire Purchasing Organisation,

I would like to request the following information with regards to the Network Connectivity and Telecommunication Solutions framework, dating from 1st October 2020 to 23rd June 2021:

Provide the annual spend for the framework agreement by lot (if applicable) for each financial year;
Please provide your full membership list (if applicable).
Please provide the value of the membership fee (if applicable);
Please provide the % or £ levy/uplift applied to the framework agreement and whether this is chargeable to the Public Sector organisation or supplier.
Provide a list of all Public Sector organisations using the framework agreement;
How do you ensure customers are able to satisfy their requirements to evaluate social value at the Call Off stage?

I refer to your recent request under the Freedom of Information Act (FOIA)
2000 dated 23^rd June 2021 (below). I am writing to confirm that YPO holds
all of the information you have requested, and have decided most of the
information can be released. Under exemptions provided for in FOIA Section
43(2), pipeline or customers out to FC yet are classed as commercially
sensitive and have therefore been not been included.

 

 

I would like to request the following information with regards to the
Network Connectivity and Telecommunication Solutions framework, dating
from 1st October 2020 to 23rd June 2021:

Thank you for your enquiry relating to Framework Network Connectivity and
Telecommunication Solutions,

 

The rebate %/levy fee applicable is 0.75% charged to suppliers on spend
via the Framework, no other charges are made of suppliers on the Framework
and as with all YPO Frameworks they are free to tender for and be awarded
onto  so if no spend is transacted through then the suppliers doesn’t pay
anything to YPO. The use of the framework and ALL support offered by YPO,
including running a further competition is completely free of charge.

 

YPO are a Non-profit organisation, owned by 13 Local Authorities with an
Associate Member scheme in place.

 

 

Please provide the value of the membership fee (if applicable); Please
provide the % or £ levy/uplift applied to the framework agreement and
whether this is chargeable to the Public Sector organisation or supplier.

YPO members do not pay anything to be a member, they receive a dividend
back, although not for profit YPO do make a profit and 75% annually is
returned back to our Owning Members, Associate members and Loyalty voucher
customers. Although we are owned by 13 Local Authorities and have an
Associate Membership scheme in place, any Public Sector body can utilise
any of YPOs Frameworks or DPS's.

 

 

Provide a list of all Public Sector organisations using the framework
agreement; How do you ensure customers are able to satisfy their
requirements to evaluate social value at the Call Off stage?

Attached is a list of all customers who have awarded call off contracts
with YPO under this Framework Agreement, all information which we
constitute commercially sensitive has been removed.

 

To ensure social value is considered in all procurements and to sit in
line with customers own requirements and governance within social value,
at ITT stage YPO evaluated questions weighted at 10% around suppliers
initiatives in line with one or more of the 5 Social Value themes,
approaches and targets to enabling social value in their products and
services. This can then be reopened, and increase by up to 10% to allow
customers to evaluate 20% weighted social value questions at Further
Competition stage. It is the responsibility of the Contracting Authority
running the Further Competition to approach evaluation of social value in
line with their requirements, YPO can offer assistance and guidance for
customers.
