Response:
Waltham Forest Council provides online, self-led training on Modern
Slavery and Human Trafficking. The module is designed to raise awareness
of modern slavery and human trafficking and to help staff recognise their
role in identifying and reporting concerns. It outlines the different
forms of modern slavery and what the law says in relation to each. It also
covers how to raise concerns and offer advice and guidance for dealing
with both adult and child victims.

The course is open to all of the organisation to undertake, however there
are specific service areas that ensure that their staff are all trained in
this area i.e. those working in adults or children’s social care,

It is not possible to share the training materials. We purchase them as
part of a contract for all of our online learning content. For this reason
we will apply an exemption of 43(2) - commercial interests.

Section 43(2) - Commercial interests.

The Council has assessed the impact of releasing the information withheld
under the exemption section 43(2) - commercial interests, in order to
decide whether disclosure would, or would be likely to, prejudice the
Council’s commercial interests or those of any third party(ies).

There is, of course, a public interest in promoting transparency of the
Council’s decisions and accountability. However, the disclosure of the
information currently withheld under this exemption would be likely to
prejudice commercial interests of a third party as it will reveal details
which would harm the Council’s commercial interests in subsequent
negotiations with another third party.

It is therefore the view of the Council that, at this time, the public
interest in withholding the information outweighs the public interest in
disclosing it.

Under the FOIA, you have the right to complain about the Council’s
response to your request for information. If you wish to pursue such a
complaint, please do so within 28 days from the date of this letter and
ask for a review of the Council’s decision.
