Could you please let me know the following information:
- What are the top 10 websites visited by Oxfordshire County Council staff during the months of June, July and August 2009.
- How many many minutes were spent on each site during the above months.
- How many people does the Oxfordshire County Council employ.
- How many times the Daily Mail website (any URL beginning http://dailymail.co.uk) was accessed in the above months if not in the top ten.

Thank you for your request of 24 September 2009 in which you asked for
the following information:
- What are the top 10 websites visited by Oxfordshire County
Council staff during the months of June, July and August 2009.
- How many minutes were spent on each site during the above
months.
- How many people does the Oxfordshire County Council employ.
- How many times the Daily Mail website (any URL beginning
[1]http://dailymail.co.uk) was accessed in the above months if not in
the top ten.
Your request is being considered and Oxfordshire County Council will
respond as soon as possible within the next 20 working days in compliance
with the Freedom of Information Act 2000. This means that the council
will send a response to you by 22 October 2009.
There may be a fee payable for this information. You will be informed if
this is the case and you can decide if you wish to proceed with your
request.
If appropriate, the information requested can be made available in
alternative formats, including other languages, Braille, large print, and
audiocassette. If you require any of these formats then please let me
know.

Thank you for your correspondence received on 24 September 2009 concerning
internet usage by Oxfordshire County Council staff:
Could you please let me know the following information:
- What are the top 10 websites visited by Oxfordshire County
Council staff during the months of June, July and August 2009.
- How many minutes were spent on each site during the above
months.
- How many people does the Oxfordshire County Council employ.
- How many times the Daily Mail website (any URL beginning
[1]http://dailymail.co.uk) was accessed in the above months if not in
the top ten.
Unfortunately Oxfordshire County Council cannot meet all of your request
for information as the cost of locating and retrieving the information
requested exceeds the "appropriate limit" of £ 450 for local authorities,
as stated in the Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulations 2004.
In this case the amount of information you have requested concerning
internet usage by Oxfordshire County Council staff is very substantial.
Oxfordshire County Council ICT Services runs a basic logging function to
identify sites accessed and the amount of data downloaded. This does not
include time of day and time spent therefore we are unable to provide
details by month or how many minutes were spent on each site.
It may be feasible to identify how many times the Daily Mail website was
visited; however, the result would not differentiate between corporate
users, schools (including pupils) and Public Access Terminals in libraries
etc. Currently a significant amount of work would have to be done to
extract log files from tape backups, etc and this would take significantly
longer than 18 hours; somewhere in the region of several weeks labour.
ICT are in the process of implementing a new caching solution which should
provide this information in future.
To provide you with the information you have requested would therefore be
likely to involve a significant cost and diversion of resources from
Oxfordshire County Council's other work. In this instance then the
council has decided due to the nature of this request that it cannot
provide you with the information requested.
We can, however provide you with the information you requested regarding:
How many people does the Oxfordshire County Council employ:
* 7401 people (excluding all casual and agency staff, and retained
fire fighters)
* 14557 schools staff
The most recent validated data we have are the figures as at 30 June 2009.
Please note that this letter is deemed to be a refusal notice in
accordance with section 17 of the Freedom of Information Act 2000.
