FOI Request – Integrated Settlement Funding and City Regional Sustainable Transport Settlement
Dear Ministry of Housing, Communities and Local Government,
I am submitting this request under the Freedom of Information Act 2000 in relation to the funding arrangements for the South Yorkshire Mayoral Combined Authority (SYMCA), specifically with regard to the Integrated Settlement and the City Regional Transport Settlement funding.
1. Composition of the Integrated Settlement
• Please provide a detailed breakdown of all funding streams that have been incorporated into the Integrated Settlement allocated to South Yorkshire Mayoral Combined Authority under Mayor Oliver Coppard..
• Which existing or previously separate funds (e.g. CRSTS1, CRSTS2, Gainshare, Levelling Up, Network North, Local Growth Fund, etc.) have been merged into this single pot, and can you provide any provisional or confirmed transfers regarding existing funding for example CRSTS1 which is due to run until 2026/7.
2. Rules Governing Previously Ringfenced Allocations
• Please confirm whether previously ringfenced allocations — such as the £30 million from CRSTS1 for the Gateway East Rail Link to DSA — retain any restrictions or ringfencing under the Integrated Settlement.
• What rules, guidance, or conditions apply to the repurposing or reallocation of such funding under the new structure?
• Please provide any documentation on audit trails or accountability processes that apply to such reallocations.
3. City Regional Transport Settlement
South Yorkshire were awarded £570m under CRSTS1, £912m under CRSTS2 and £543m under the Network North uplift.
• Please confirm whether the CRSTS funding previously ringfenced allocations — such as the £30 million from CRSTS1 for the Gateway East Rail Link to DSA and £100m towards the Mass Transit Supertram renewal — retain any restrictions or ringfencing under the Integrated Settlement.
• Specifically, an audit trail of the present status of the £30m allocated to the Gateway East.
4. £30 Million for Doncaster Sheffield Airport – Funding Source
• On Wednesday 9 April, the Ministry of Housing, Communities announced a £30m investment in , Keir Starmer also referenced a £30 million funding commitment for Doncaster Sheffield Airport to support infrastructure and a sustainable aviation hub. Please clarify:
o Whether this is new funding, or
o Whether it is drawn from previously allocated funds under CRSTS1, CRSTS2, Gainshare, or the new Integrated Settlement.
• Please provide documentation confirming the source of the £30m, and whether this includes or replaces the previously ringfenced Gateway East rail link allocation.
5. Oversight and Authorisation
• Who within central government (DLUHC, DfT, HM Treasury, or other bodies) had authority to approve the reallocation or integration of these funds?
• Please share any ministerial directions, guidance documents, or internal memos related to the approval or integration process for the SYMCA settlement and funding for DSA.
