as these seem to be missing from the pack of minutes that you have sent.

There are 2 seemingly unnecessary redactions that have been made, and I would like you to review them:

(i) In the minutes of 12 Dec 2023 item 5.1 the redacted sentence:
"appear to still have problems with xxxxxxxxxxxxxxxxxxxx. Sorry to hear that with them no longer being students."
Does this redacted text contain personal names?
Or is it redacted for some other reason?
Does it need to be?

(ii) In the minutes of 6 Feb 2024 item 9.4 there is a large block of text redacted (3 lines). Why?
Does all this text really need to be redacted?

As part of my request for an internal review of Kisharon School’s handling of my FOI request 'FOI request for the full Minutes of all Kisharon Academy School Trustees' Meetings from 1 Jan 2021 to 2 Apr 2024 (covering the period when Dr Emily Haddock was head teacher)' I wish you to review the following matters as well as those I raised earlier today:

(1) Why have no minutes been supplied of the Trustee meetings, covering almost a whole year, between October 2021 and September 2022 ?

Whatever meetings took place during that period, please could you supply the complete minutes, as fully and unredacted as possible.

(2) Minutes of the meetings that have been supplied for a number of the meetings are named “Part 1”. This suggests that they are incomplete. Please could you supply Part 2 of these minutes.

(3) The names of all trustees and of the headteacher who attend and speak at the Trustee meetings have been laboriously redacted by yourselves. Apart from being a big waste of your time, this is not a reasonable step to take. I understand and fully accept that the names of members of staff and pupils and parents referred to in the minutes may well need to be redacted to protect the privacy of the children or individuals concerned. However, the Academy Trustees and the Headteacher of the school who sit on the Board of a Public body such as an Academy School are publicly accountable for their actions and for what they say in Trustee meetings. It is in the public interest that the minutes can be read by members of the public with the names of these publicly responsible and accountable individuals visible.

Therefore in all future responses to me, please could the minutes please be supplied without obfuscating all of the names and initials of school Trustees and the headteacher.

This and my previous message comprise my complaint about your response to my FOI request, that I would kindly request you to review.

We write on behalf of Kisharon School in response to your two emails dated
the 2^nd June and 3^rd June 2024 requesting an internal review of the
school’s handling of your recent Freedom of Information request concerning
‘full Minutes of all Kisharon Academy School Trustees' Meetings from 1 Jan
2021 to 2 Apr 2024.’

 

Further to your request for a review of the response, the school have now
conducted such a review and the decision has been upheld in part. The
information provided below in response to the questions raised within your
emails dated 2^nd and 3^rd June explains the reasoning for this.

 

 1. Why have no minutes been supplied of the Trustee meetings, covering
almost a whole year, between October 2021 and September 2022? Whatever
meetings took place during that period, please could you supply the
complete minutes, as fully and unredacted as possible.

The school have identified additional minutes to be disclosed. Please find
attached – March finance meeting (20.3.24) and Minutes from FTB
(16.4.2021).

 

 2. Minutes of the meetings that have been supplied for a number of the
meetings are named “Part 1”. This suggests that they are incomplete.
Please could you supply Part 2 of these minutes.

The school can confirm that part 2 of the minutes are reserved minutes and
therefore, do not need to be published.

 

 3. The names of all trustees and of the headteacher who attend and speak
at the Trustee meetings have been laboriously redacted by yourselves.

Whilst it is recognised that it is appropriate for names of public
authority employees to be disclosed in some circumstances, this is not an
absolute rule. Judicium support this decision to be upheld.

 

 4. Please can you supply the minutes of the Kisharon School Trustee
meetings of:

16 Ap 2021 - The school have identified additional minutes to be
disclosed. Please find attached – Minutes from FTB (16.4.2021).

23 May 2023 – The school can confirm that this information is not held.

8 Jun 2021 – The school can confirm that these minutes were previously
disclosed in response to your FOI request.

22 Feb 2024 - The school can confirm that this information is not held and
there is no record of a meeting taking place on that day.

29 Feb 2024 - This was a short Finance meeting, at which no minutes were
taken. The school can confirm that this information is not held.

28 Mar 2024 – The school have no record of a meeting taking place on that
day. However, there was a Finance meeting that took place on 20 March
2024. Please find attached.
