FOI request - Chinese embassy/government
Dear University of Edinburgh,
This is a request for information under the Freedom of Information Act, which partially relates to a recent report by the Foreign Affairs Committee.
Please provide the following information:
(1) All internal correspondence and communications that the Vice-Chancellor may have received that mentions, or refers to, the Chinese embassy.
(2) All internal correspondence and communications that the Vice-Chancellor may have received that mentions, or refers to, the Chinese government.
(3) All external correspondence and communications held by the Vice-Chancellor that mentions, or refers to, the Chinese embassy. I would expect this to include any correspondence and communications between the Vice-Chancellor and the Chinese embassy.
(4) All external correspondence and communications held by the Vice-Chancellor that mentions, or refers to, the Chinese government.
As for a timeframe, please search your records from 1st January 2019 to the current day.
By ‘correspondence and communications’, I define this as including, but not limited to, the following:
- Emails (and their attachments)
- Letters
- Reports/briefings
- Memos
- Research documents
- Presentation slides
- Notes taken during telephone conversations
- Minutes/notes taken during meetings
- Invitations
I would like to receive this information in an electronic format. If you feel that a substantive response to this request is not possible within a reasonable time frame, I would be grateful if you could contact me and provide assistance as to how I can refine the request. Dear Ms Corderoy
Thank you for your email of 12 November 2019 requesting information
relating to the Chinese government. I am writing to let you know that we
are currently experiencing an high volume of requests compounded by
unplanned staff absences. We have therefore not been able to progress your
request as quickly as we would have hoped, and were unable to respond
within 20 working days.
However, I can confirm that your request is actively being progressed and
we are working to respond as soon as possible. We hope to provide you with
a response by 31 January 2020 at the latest. We appreciate this represents
a significant delay; however, the University is closed from 24 December
2019 to 6 January 2020. If we can send a response to you sooner then we
will.
I can only apologise for the delay in responding to your request. However,
as we did not respond to your request within 20 working days, you do have
the right to ask the University to conduct an internal review of the
reasons for the delay. If you wish to do this you should write to the
Records Management Section (using this email address), describing the
original request, explaining your grounds for dissatisfaction, and
including an address for correspondence. When the review process has been
completed, if you are still dissatisfied, you may use the [1]Scottish
Information Commissioner’s guidance on making an appeal to make an appeal
to the Commissioner.
However, please note that the legislation only allows requesters to make
one internal review request in relation to a request. Therefore if you ask
for an internal review now on the basis of our response being late, you
will not be able to seek a further internal review if you are dissatisfied
with the content of the response to your request and your next step will
be to appeal to the Scottish Information Commissioner as described above.
