FOI request - Chinese embassy/government

Dear University of Reading,

This is a request for information under the Freedom of Information Act, which partially relates to a recent report by the Foreign Affairs Committee.

Please provide the following information:

(1) All internal correspondence and communications that the Vice-Chancellor may have received that mentions, or refers to, the Chinese embassy.

(2) All internal correspondence and communications that the Vice-Chancellor may have received that mentions, or refers to, the Chinese government.

(3) All external correspondence and communications held by the Vice-Chancellor that mentions, or refers to, the Chinese embassy. I would expect this to include any correspondence and communications between the Vice-Chancellor and the Chinese embassy.

(4) All external correspondence and communications held by the Vice-Chancellor that mentions, or refers to, the Chinese government.

As for a timeframe, please search your records from 1st January 2019 to the current day. I am happy for you to conduct an electronic search only.

By ‘correspondence and communications’, I define this as including, but not limited to, the following:

- Emails (and their attachments)
- Letters
- Reports/briefings
- Memos
- Research documents
- Presentation slides
- Notes taken during telephone conversations
- Minutes/notes taken during meetings
- Invitations

I would like to receive this information in an electronic format. If you feel that a substantive response to this request is not possible within a reasonable time frame, I would be grateful if you could contact me and provide assistance as to how I can refine the request. Dear Ms Corderoy,

 

We have completed the compilation of information in response to your
request.

 

We can confirm that we do hold some information of the description
specified in your request. Our responses are provided in the attached
zip-folder, IMPS#02708.

 

Please note; some information has been withheld within the attached
documents, as it is personal data, specifically the names of some
University employees and third parties along with their associated Higher
Education Provider.

This information has been withheld under section 40(2) of the FOIA by
virtue of s40 (3)(a)(i). 
 
Section 40(2) of the FOIA allows a public authority to withhold
information from a response to a request under the FOIA when the
information requested is personal data relating to someone other than the
requestor, and its disclosure would breach any of the Data Protection
principles.
 
In this case we believe that the disclosure of the names of these
individuals would not be within their reasonable expectations and as such
would be unfair and in breach of the first data protection principle which
requires personal data to be processed fairly and lawfully.

 

The supply of documents and information under the terms of the Freedom of
Information Act 2000 does not give the applicant or whoever receives the
information any right to re-use it in such a way that might infringe the
Copyright, Designs and Patents Act 1988 (CDPA), for example, by making
multiple copies, publishing or otherwise distributing the information to
other individuals and the public. Breach of copyright law is an actionable
offence and the University expressly reserves its rights and remedies
available to it pursuant to the CDPA and common law.

 

We are required to include details of our complaints procedures, including
your rights to apply to the Information Commissioner.  The procedure is
detailed in our Freedom of Information and Environmental Information
