I am responding to your request under the Freedom of Information Act 2000,
which we received on 9 December 2009 for information held by the Council.
You requested:
How many children known to the council are living with parents convicted
by courts of law, of drink-driving, Class A drug and various offences of
violence?
The Council does not hold this information. Police checks on individuals
can only be made by social workers under child protection legislation; and
the Council works with a much broader group than this.

I am concerned that children may be suffering and therefore request an internal review please.

You applied under the Freedom of Information Act for information about
`children known to the Council, living with parents convicted by Courts of
Law of drink driving, class A drug and various offences of violence'.
The Council replied to the effect that this information is not held by the
Royal Borough of Kensington and Chelsea.
On 23 December you asked for a review of this decision.
Kensington and Chelsea Council is in the same position as all other local
authorities. We do not have a general remit to monitor the upbringing of
all children. We respond to allegations of concern about children and
ensure these are investigated and appropriate action taken thereafter.
Some proportion of these expressions of concern will be about children
whose parents have offended against the law but such offences would not in
themselves be sufficient to prove that any intervention by the Local
Authority is necessary.
Similarly councils would not hold records about all parents who are
convicted.
Therefore the position of the Council continues to be that as we do not
hold the records you refer to, we cannot disclose the information you
seek.
This review is now concluded. If you remain dissatisfied with the outcome
of the review, you are entitled to exercise a further right of appeal to
the Information Commissioner.

There is at least one man who has multiple convictions of heroin and crack drug dealing as well as abuse, drink driving offences x 5 (and not banned) and various violent assaults and stalking women (including 2 WPCS) and men, and yet this person has been granted custody of two vulnerable children, supported by Social Services at these two apparently conjoined councils -is this a habit of Westminster and Kensington and Chelsea to violate the safety of children? (Westminster has the highest crime rate in the UK) ?
