Dear Caerphilly County Borough Council,

Please treat this as a Freedom of Information request.

I would like information about your Council's Planning policy in relation to climate action.

In particular, please supply me with info relating to the following questions:
1. Please provide a list of all council owned properties ((council offices, buildings such as leisure centres, excluding council homes) and their EPC certificates. And if you have it easily to hand, what is the average energy efficiency rating of all council owned properties (council offices, buildings such as leisure centres, excluding council homes) from 2021 (or the most recent data you have)?
1a. What is the energy efficiency of the council's homes (managed or owned by the council)? Please provide either a list of all buildings and their EPC certificate or the average across all homes.

Please provide the answers to both these questions with the EPC ratings of A, B, C etc (if you provide the answer in numerical format, we will group into A, B, C etc bands).

2. Does the Council have a renewable energy tariff with Green Energy UK plc, Good Energy Limited or Ecotricity for 80% or more of their energy?
2b. Does the Council buy directly from a local renewable energy source or have it’s own renewable energy sources? And if so, what % of the Councils total energy use is powered by this/these renewable energy sources?
2c. If the council does manage the energy for some or all of its council homes, how much (in % if possible) is from the Councils’ own or other local renewable energy or from a renewable energy tariff from Green Energy UK plc, Good Energy Limited or Ecotricity?

This may include, but should not be limited to, meeting minutes and other materials such as power point presentations considered by meeting participants, reports, spreadsheets, and relevant messages sent via tools such as WhatsApp, Slack, Yammer, or Signal.

I would prefer to receive information in a machine readable format, such as CSV files for data. I would prefer not to receive information in pdf format files.

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

 

Thank you for your request for information received on 30th May 2022. We
have considered your request and provide the following information:

 

I would like information about your Council's Planning policy in relation
to climate action. In particular, please supply me with info relating to
the following questions:

 

1. Please provide a list of all council owned properties (council offices,

certificates. And if you have it easily to hand, what is the average
energy efficiency rating of all council owned properties (council offices,
buildings such as leisure centres, excluding council homes) from 2021 (or
the most recent data you have)?

 

Energy Performance Certificates are only required at the point of
construction, sale or rent of a property, therefore they are not available
for all properties. We have forty-six EPC’s, which provide an average
rating of 68.78.  Property list attached.

 

 

1a. What is the energy efficiency of the council's homes (managed or owned
by the council)? Please provide either a list of all buildings and their
EPC certificate or the average across all homes. Please provide the
answers to both these questions with the EPC ratings of A, B, C etc (if
you provide the answer in numerical format, we will group into A, B, C etc
bands).

 

In respect to our council owned housing stock -

 

EPC Bands

Band A = 0

Band B = 37

Band C = 7,133

Band D = 3,336

Band E = 152

Band F = 2

Band G = 0

 

Average SAP = 70.8

 

2. Does the Council have a renewable energy tariff with Green Energy UK
plc, Good Energy Limited or Ecotricity for 80% or more of their energy?

 

No, but 100% of CCBC’s electricity if from a renewable source.

 

2b. Does the Council buy directly from a local renewable energy source or
have it’s own renewable energy sources? And if so, what % of the Councils
total energy use is powered by this/these renewable energy sources?

 

No, the council does not buy from a local renewable energy source.  There
are a number of small-scale demonstration PV schemes set up on schools but
these do not have appropriate metering so generation data is not
available.  Some of our larger PV arrays are on “deemed export” metering,
which means that there is only an assumed value for the volume of
electricity sent to grid.  These larger PV arrays generate Feed in Tariff
(FIT) revenue. 

 

There are nineteen FIT sites generating circa 458,778kWh per year.  The
export is 102,233kWh per year, which means building usage for 2021/22 is
356,546kWh   The used electricity generated from the FIT PV arrays
represents circa 2.1% of the authorities electricity needs for all
non-domestic electricity. This is excluding domestic and street lighting
requirements and the smaller non-metered PV schemes in schools.

 

2c. If the council does manage the energy for some or all of its council
homes, how much (in % if possible) is from the Councils’ own or other
local renewable energy or from a renewable energy tariff from Green Energy
UK plc, Good Energy Limited or Ecotricity?

 

Any sheltered housing property, where utilities are shared will be on our
corporate contract, which is 100% renewable energy, however none of this
is provided by Energy UK plc, Good Energy Limited or Ecotricity.
