FOI request: Buildings & Energy
Dear Gedling Borough Council,
Please treat this as a Freedom of Information request.
I would like information about your Council's Planning policy in relation to climate action.
In particular, please supply me with info relating to the following questions:
1. Please provide a list of all council owned properties ((council offices, buildings such as leisure centres, excluding council homes) and their EPC certificates. And if you have it easily to hand, what is the average energy efficiency rating of all council owned properties (council offices, buildings such as leisure centres, excluding council homes) from 2021 (or the most recent data you have)?
1a. What is the energy efficiency of the council's homes (managed or owned by the council)? Please provide either a list of all buildings and their EPC certificate or the average across all homes.
Please provide the answers to both these questions with the EPC ratings of A, B, C etc (if you provide the answer in numerical format, we will group into A, B, C etc bands).
2. Does the Council have a renewable energy tariff with Green Energy UK plc, Good Energy Limited or Ecotricity for 80% or more of their energy?
2b. Does the Council buy directly from a local renewable energy source or have it’s own renewable energy sources? And if so, what % of the Councils total energy use is powered by this/these renewable energy sources?
2c. If the council does manage the energy for some or all of its council homes, how much (in % if possible) is from the Councils’ own or other local renewable energy or from a renewable energy tariff from Green Energy UK plc, Good Energy Limited or Ecotricity?
This may include, but should not be limited to, meeting minutes and other materials such as power point presentations considered by meeting participants, reports, spreadsheets, and relevant messages sent via tools such as WhatsApp, Slack, Yammer, or Signal.
I would prefer to receive information in a machine readable format, such as CSV files for data. I would prefer not to receive information in pdf format files.

Thank you for your request for information from the Council on 30/05/2022.
Your request is being considered and we will endeavour to deal with your
request within the statutory timescale of 20 working days as defined by
the Freedom of Information Act 2000, subject to the information not being
exempt (or containing reference to a third party). This means that you
should receive a response from the Council on or before 29/06/2022.
Please note that in some circumstances a fee may be payable and if that is
the case, the Council will let you know. A fee notice will be issued to
you, and you will be required to pay before we will proceed to deal with
your request. Please note that the 20 working day time limit for responses
is suspended until receipt of the payment.
If appropriate, the information will be provided by letter/email, normal
font size (Arial, 12pt). If you require an alternative format, such as
Braille or large print, then please let the Council know.

This is a polite notice to let you know that as I should by law have had a response to this FOI request I have submitted a complaint to the Information Commissioners Office.

Dear Annie,
Further to your request for information of 30^th May 2022, please see
attached the Council’s response.
I would like to apologise for the delay in providing this information to
you and provide an explanation. When the Council received your request on
30 May, as your request related to properties owned by the Council, it was
logged and sent to the FOI representative within the Council’s Property
Services. The Property FOI Rep then sent your request to their colleagues
to collate the information and provide a response. The Council logs all
requests on its FOI system which sends the request to the relevant area
and also sends automated reminders to the FOI Reps 10 days before a
response is due, 2 days before and on the day of the request response
being due. These reminders were sent to the Rep in this case and they have
informed me that they were still awaiting the information from their
colleagues when they received the reminders and again requested the
information from them. The FOI Rep then went on annual leave for a week
and has acknowledged that when they returned they had a significant
workload and had forgot that the request was still outstanding and that
they were not aware of this until the Council received your communication
of 1 August stating that you had lodged a complaint with the ICO.
The reason for your request not being responded to is due to the human
error of the FOI Rep not checking the FOI system for the overdue request.
The Officer has been spoken to and reminded of the importance of complying
with FOI request within time and if this is not possible to keep the
requester informed of the reasoning and likely response date. The Rep has
failed to do this on this occasion and I would like to apologise for any
inconvenience this may have caused you.
