Dear Royal Veterinary College,

My colleague and I are conducting a study looking at ancillary staff in higher education institutions in the UK. In this study, we define ancillary staff as those whose main role involve cleaning, catering and security, while acknowledging that these categories do not cover all ancillary staff.
Please could you provide the following information:
• Please indicate whether the following categories of staff are employed by your institution or through a contractor:
o Cleaners
o Security staff
o Catering staff.

• How many people are employed in each role?
o Cleaners (outsourced)

Having conducted a search of the RVC’s records, we can confirm that it
does hold information relevant to your request and accordingly have
annotated your questions below in red.

Do you have any policies in place that provide specific support to
ancillary staff, and/or any policies that embed this support?

 

RVC our policies are only for fixed term or permanent RVC employees.
Cleaning and porter staff have permanent or fixed term contracts with the
RVC.

 

To assist during staff shortages and peak periods, Estates Management will
also hire agency Cleaner/Porter workers for a temporary period. The
security and catering service at the RVC are outsourced and these staff
are employed by contractors. so are subject to their employers policies
and procedures.

 

The RVC do not have policies in place that provide specific support to
ancillary staff and/or any policies that embed this support. The only
exceptions are:

 

 1. RVC Dignity at Work & Study Policy: ‘1.3 This Policy applies to all
students and staff. This includes full and part-time employees, fixed
term employees, officers, consultants, contractors, casual and agency
staff and volunteers (collectively referred to as staff in this
policy)’

 

 2. RVC Equality & Diversity Policy: This policy affects ‘anyone who comes
into contact with the College, whether they are staff, students,
contractors, examiners or someone who is just visiting the college
from the community. Everyone is responsible for adhering to our
commitment to equality and diversity.’

 

 3. RVC Report & Support: This online platform  is ‘allows students,
staff, visitors and third parties to report a concern on behalf of
themselves or someone else anonymously or to speak to an adviser so
that we can offer support.

 

 4. POLICY and PROCEDURES ON PUBLIC INTEREST DISCLOSURE (Commonly referred
to as Whistleblowing Policy): stakeholders would include: • Students
currently enrolled on RVC courses or studying for RVC awards at
partner institutions; • Members of the RVC Council or co-opted members
of its Committees; • People working for companies / organisations that
have a contractual relationship with the College;

 

 

•              What type of contract are ancillary staff employed on?
Cleaners are generally employed by RVC on permanent contracts 
(occasionally we may source agency cleaners whilst we are recruiting, on a
very short-term basis)

                Security and catering staff are not RVC staff and engaged
on a contract basis with an external provider.

part time or full time contracts? Current cut of RVC cleaning-related
staff is: 19 FT/13 PT

o             A mix of both in similar proportions.

 

•              Are the trade unions representing ancillary staff
recognised in your institution? No, unless the trade union representatives
are members of UCU, UNISON or UNITE
