I am writing to request the following information under the Freedom of Information Act 2000.
Q. 1. i.) Please state the local authority’s expenditure (including use of Government grants) on clearing the arrears of tenants in the following financial years.

Thank you for your response.
Regarding question 1, you mentioned that the information was not held given that Wakefield Council had sold transferred its housing stock to Wakefield District Housing. However, my questions were pertaining to the expenditure of Wakefield Council towards council and non-council tenants in covering rental arrears. I would assume that regardless of who owns the housing stock the council should hold the information on how it has spent moneys from any government grants to clear off rent arrears (including but not limited to the homelessness prevention grant) and the amount of discretionary housing payments made to cover tenants’ ongoing renting costs.
Can you confirm that Wakefield District Housing does not hold any of this financial data?

Freedom of Information Act 2000 - Request for Information
I am writing further to our recent correspondence in respect of your
enquiry for information held by the Authority under the provisions of the
Freedom of Information Act, specifically the query you raised concerning
my response to question 1.
I referred the matter back to the colleague in the Revenues & Benefits
department who had supplied me with the original data, as it appears that
your question was initially misinterpreted, for which we apologise
sincerely. We can now confirm the following information;
With regard to what information is recorded in terms of Discretionary
Housing Payment (DHP) expenditure and which is specified by the Government
for management information purposes, there is no requirement to record “to
clear off rent arrears” as the intended outcome of a DHP award. The
outcomes are broadly grouped into the areas that cover the policy
intention of DHPs, outlined below:
• To help secure and move to alternative accommodation
• To help with short term rental costs while the claimant
secures and moves to alternative accommodation
• To help with short term rental costs while the claimant seeks
employment
• To help with repeated rental costs for disabled person in
adapted accommodation
• To help with repeated rental costs for a foster carer
• To help with repeated rental costs for any other reason
As part of the decision-making, rent arrears may be cleared / reduced,
however the reason for the award would be assigned to one of the above
categories covering the intended outcome (i.e. of the award).
In order to collate any information regarding rent arrears, we would need
to access each record of an award made in order to check the notes. This
would take on average 5 minutes to access and note down if rent arrears
have been recorded. The number of awards for each year is listed below:
• 2017/18 – 1754
• 2018/19 – 1872
• 2019/20 – 1772
• 2020/21 – 1868
• 2021/22 – 1583
Under the Act (Section 12) the Authority has the right to refuse to
release the information where it is reasonably estimated that the cost of
complying with a request would exceed £450 (calculated on the basis of 18
hours @ £25 per hour). On this occasion we have estimated (please see the
above paragraphs) that the cost of determining whether we hold the
requested information and locating, retrieving and extracting it would
exceed £450. The Authority has therefore decided to refuse this aspect of
your request.
As noted above, the data you are asking for in relation to question 1 is
not held by the Council in a central record, and in order for us to obtain
the information, a manual check would need to be made of the individual
records. As advised, we estimate that this would take approximately 5
minutes for each record. This would therefore take approximately 132 hours
to undertake for 2021/22 alone. Even if the search were to take only a
minute, the Section 12 limit would be exceeded.
