Dear Leeds City Council,

I am writing to request the following information under the Freedom of Information Act 2000.

Q. 1. i.) Please state the local authority’s expenditure (including use of Government grants) on clearing the arrears of tenants in the following financial years.

a.   2017/2018
b.   2018/2019
c.   2019/2020
d.   2020/2021
e.   2021/2022

ii.) For each of the above years, please provide a breakdown of expenditure on clearing the arrears of council housing tenants, housing association tenants and private rental sector tenants.

Re: Freedom of Information Request. 

I refer to your correspondence to the council and your request for the
following:

1.   Please state the local authority’s expenditure (including use of
Government grants) on clearing the arrears of tenants in the following

We require additional information from you. Please advise on whether you
are requesting for information relating to Housing or Benefits? If you
could clarify this section of your request, we will endeavour to provide
any information we may hold.

2.   For each of the above years, please provide a breakdown of
expenditure on clearing the arrears of council housing tenants, housing
association tenants and private rental sector tenants.

In the financial year 2021/22, from the Household Support fund we awarded
£159,000.00 to Council tenants in receipt of DHP that had rent arrears on
their rent account.

3.   Please state the local authority’s expenditure (including use of
Government grants) on discretionary housing payments to assist ongoing
renting costs of tenants in the following years.

a. 2017/2018 - £1,615,123.16

b. 2018/2019 - £1,664,408.49

c. 2019/2020 - £1,742,908.80

d. 2020/2021 - £1,620,078.57

e. 2021/2022 - £1,326,971.86

4.   For each of the above years, please provide a breakdown of
expenditure on assisting the ongoing renting costs of council housing
tenants, housing association tenants and private rental sector tenants.

We are responding on the assumption that this request is for a breakdown
of DHP expenditure for Council Tenants, Housing Association tenants and
private rented sector tenants by tenure type. We do not hold this data and
we are not required to do so in our reporting to the Department of Works
and Pensions. We are therefore unable to answer this question.  If this is
not what you were requesting, please clarify the information you require.

I trust that this response is satisfactory. If however you are
dissatisfied with this response you have a right to appeal to an
independent officer within the council. They will re-examine your request
and assess whether we have adhered to the requirements of the act. Should
you wish to follow this course of action please address your concerns in
writing to the above address.

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear
that they expect all applicants to exhaust internal appeals procedures
