3. The location i.e. street or car park where Parking Charge Notices have been issued the most by Barnsley Metropolitan Borough Council over the last 3 months (April 2017 - September 2017)

intended for Westminster City Council as all the questions make reference
to Barnsley Metropolitan Borough Council.
