FOI on Recycling of Paper and Cardboard Waste Contracts

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.
Collection and disposal/recycling of waste paper and cardboard.
The details we require are:
• What are the contractual performance KPI's for this contract?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Who is the current supplier?
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?
• How is your fibre processed (baled or loose)?
• Where is the end destination of the fibre?
• What is your current collection method (dual stream, single source, kerbside sort or comingled)
• What tonnage per year do you produce by fibre grade?
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?
• Are there any plans to change the existing service?

Thank you for your e-mail requesting information under the Freedom of

2. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages.
No PQQ stage. Successful = New Earth Solutions T/A Mid UK. Unsuccessful =
Viridor Waste Management Ltd and Veolia ES UK.
3. Who is the current supplier?
New Earth Solutions T/A Mid UK
4. Actual spend on this contract/framework (and any sub lots), from
the start of the contract to the current date
£78,573.74 up to and including October 2022
5. Are there any processing facilities or MRFs utilised within the
contract if so what the names and addresses?
Yes. Mid UK Ltd, Materials Recycling Facility, Station Rd, Grantham NG32
3EW
6. How is your fibre processed (baled or loose)?
Processed card and paper is baled
7. Where is the end destination of the fibre?
Both paper and card are sent to paper and card mills in the UK, EU and
outside of the EU depending on demand and contracts.
8. What is your current collection method (dual stream, single source,
kerbside sort or comingled)
Comingled
9. What tonnage per year do you produce by fibre grade?
Mixed paper and card in 2021/22 = 6,579 tonnes approx.
10. Start date & duration of framework/contract?
Start date = 1.10.21 duration is 1 year
11. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

12. Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?
Yes, 2 x 1 yr extensions
13. Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?
First x 1yr extension has been taken up.
14. Who is the senior officer (outside of procurement) responsible for
this contract?
Natasha Hollidge – Manager for Waste and Resources
15. Are there any plans to change the existing service?
Not at this time. Awaiting outcome of Consistency in Recycling
consultation.
