FOI on policy on not issuing birth certificates unless the full date of birth is known

We're waiting for Dennis to read recent responses and update the status.

Dear General Register Office,

Please provide all documents concerning the decision of the GRO to not disclose birth certificates unless the applicant is able to provide the precise date of birth for individuals born in the last 50 years. For guidance this should include the names of which executives decided this policy and copies of the legal advice which was received.

Dear FOI,

You appear to have misunderstood my request.

The documentation I am seeking is precisely in relation to "There is however a more challenging application route for certificates as further controls are put in place to ensure the correct entry has been identified and to mitigate against records being used for identity fraud purposes. "

Clearly this route did not magic itself out of thin air and would be evidenced somewhere in documentation. Please provide this, or I shall I have to refer this to the ICO for non compliance.
