FOI on civil servant complaints about bullying, harassment or inappropriate behaviour

The request was refused by Department for Transport.

Dear Department for Transport,

FOI on civil servant complaints about bullying, harassment or inappropriate behaviour

Can you please let me know, under the FOI Act, how many civil servants at the Department of Transport have, since 2014, made a formal complain relating to bullying, harassment or inappropriate behaviour in the Department.

Can this list be broken down year by year 2014 to 2018.

Can you also list outcomes of these complaints (rejected, under investigation, upheld).

If upheld can you please specify if any compensation was given and, if so, how much.

Yours faithfully,

Iain Overton

Dear Department for Transport,

Hello. Can I ask the current status of this request, please?

Yours sincerely,

Iain Overton

Dear Mr Overton

Thank you for your email dated 6 December 2019.

Following an extensive search through our records, I’m afraid that I
cannot find any trace of your request for information being received. We
did experience difficulties in receiving emails from the whatdotheyknow
portal around the time that you originally made your request and I fear
that this was one that was caught up within the technical issues we
experienced. I am very sorry for the inconvenience this has caused you.

I just wanted to check with you that the following wording is an accurate
reflection of your request:

FOI on civil servant complaints about bullying, harassment or
inappropriate behaviour

Can you please let me know, under the FOI Act, how many civil servants at
the Department of Transport have, since 2014, made a formal complain
relating to bullying, harassment or inappropriate behaviour in the
Department.

Can this list be broken down year by year 2014 to 2018.

Can you also list outcomes of these complaints (rejected, under
investigation, upheld).

If upheld can you please specify if any compensation was given and, if so,
how much.

As soon as I receive confirmation from you, I will pass this to our
relevant team within the Department for Transport to process. We will
endeavour to answer this within 20 working days.

Once again, I am very sorry for the inconvenience you have suffered and I
hope this helps explain the position.

Kind regards

Eddie March, Department for Transport

Dear Mr Overton.

I have been assigned to respond to your FOI request below but, having answered previous similar requests on a number of occasions, I did not want to waste your time as all similar queries have been rejected on cost grounds due to the time range of information you have requested. This is due to the fact that In November 2016 DfT outsourced its HR Casework services to CSHR Casework who operate a centrally held case management application (CMA) that holds the type of information you are looking for. Prior to Nov 2016 we only hold manual records and these are held at numerous locations around the UK at DfT (central department) and its 4 Executive Agencies (DVLA, DVSA, MCA & VCA). To provide the information requested prior to Nov 2016 would require very significant manual interrogation of each record and we would not be able to provide the information requested within the cost limits. Thus I'm writing to ask whether you would prefer to make an amended request for information from Nov 2016 onwards? In addition, I need to make you aware that we can only report on instances where a formal complaint relating to bullying, harassment or inappropriate behaviour in the Department was made and it was also handled by the Line manager then utilising the services of the CSHR Casework team for support and guidance (e.g. so the information on the case is held on the CMA and can be reported on).
I hope the information above is helpful and I look forward to hearing from you.
Yours sincerely
Eddie March
